Lord Ripon as a representative of the British monarchy introduced several significant reforms during his tenure, such as the<strong>\u00a0Factory Act of 1881<\/strong>, the Mysore Rendition of 1881, the repeal of the\u00a0<strong>Vernacular Press Act<\/strong>\u00a0(1882), and the\u00a0<strong>Hunter Commission<\/strong>\u00a0on Education (1882).<\/p>\r\n<p>He also introduced local self-government through the<strong>\u00a01882 resolution<\/strong>, earning him the title\u00a0<strong>\"Father of Local Self-Government in India.\"<\/strong>\u00a0His liberal approach earned him respect and a legacy as one of British India's most progressive Viceroys.<\/p>\r\n<h2>Lord Ripon<\/h2>\r\n<p>George Frederick Robinson, known as<strong>\u00a0Lord Ripon<\/strong>, was born on October 24, 1827, into a politically prominent family. His early career featured several significant governmental roles, including Under-Secretary of State for War (1859\u20131861), Under-Secretary of State for India (1861), Secretary of State for War (1863\u20131866), and\u00a0<strong>Secretary of State for India (1866).<\/strong><\/p>\r\n<ul>\r\n\t<li>He was appointed as\u00a0<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/viceroys-of-india\/\" target=\"_blank\"><strong>Viceroy of India<\/strong><\/a>\u00a0during Prime Minister William Gladstone's administration, succeeding<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/lord-lytton\/\" target=\"_blank\">\u00a0<strong>Lord Lytton<\/strong><\/a>\u00a0in April 1880.<\/li>\r\n<\/ul>\r\n<h2>Lord Ripon Reforms<\/h2>\r\n<p>Lord Ripon, who served as the Viceroy of India (1880 to 1884) introduced several reforms including the Factory Act to improve labour conditions, the Mysore Rendition restoring local rule, the repeal of the Vernacular Press Act for press freedom, the Education Commission for educational improvements, and introduced local self-government, Ilbert Bill for judicial equality.<\/p>\r\n<ul>\r\n\t<li><strong>Factory Reforms (1881):<\/strong>\u00a0It aimed to improve working conditions in Indian factories. The\u00a0<strong>Factory Act of 1881<\/strong>\u00a0regulated working hours for women and children, set age restrictions for child labour, and mandated health and safety standards.\r\n\r\n<ul>\r\n\t<li>It also established the role of inspectors to ensure compliance and emphasized the welfare of workers.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Mysore Rendition (1881):\u00a0<\/strong>After the British took control of Mysore in 1831 due to alleged misgovernance, Lord Ripon acknowledged the exaggeration of these claims. In 1881, he restored the administration to its rightful ruler,\u00a0<strong>Chamaraja Wadiyar X<\/strong>.<\/li>\r\n\t<li><strong>Repeal of the Vernacular Press Act (1882):<\/strong>\u00a0One of Lord Ripon's major reforms was the repeal of the\u00a0<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/vernacular-press-act\/\" target=\"_blank\"><strong>Vernacular Press Act of 1878<\/strong><\/a>, which restricted Indian-language newspapers.\r\n\r\n<ul>\r\n\t<li>Revoked in 1882, this repeal restored press freedom and allowed vernacular publications to operate without government censorship.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Educational Reforms:\u00a0<\/strong>In 1882, Lord Ripon established the Education Commission, chaired by Sir William Hunter.
