The negotiations will be along\u00a0<strong>four main pillars:<\/strong>\r\n<ul>\r\n\t<li>Supply-chain resilience<\/li>\r\n\t<li>Clean energy, decarbonization &amp; infrastructure<\/li>\r\n\t<li>Taxation &amp; anti-corruption<\/li>\r\n\t<li>Fair &amp; resilient trade<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><strong>What is the extent of India\u2019s participation in IPEF?<\/strong><\/h2>\r\n<p>India has been actively participating in the IPEF, but not in all pillars:<\/p>\r\n<ul>\r\n\t<li><strong>India out of trade pillar:<\/strong>\u00a0India has decided to opt out of the trade pillar of the Indo-Pacific Economic Framework (IPEF) as most issues promoted by the IPEF do not align with India's trade policies.<\/li>\r\n\t<li><strong>India against market barriers:\u00a0<\/strong>The IPEF's focus on strong labour and environment standards conflicts with India's stance and may act as market access barriers.<\/li>\r\n\t<li><strong>No tariff cuts:\u00a0<\/strong>The fact that the IPEF does not provide for tariff cuts also makes it unsatisfactory for India.<\/li>\r\n\t<li><strong>Keeping economic interests as a priority:<\/strong>\u00a0Joining the IPEF is important to keep the growing influence of China in the Asia Pacific region in check. However, India has argued that data localization is necessary to maintain data sovereignty.<\/li>\r\n<\/ul>\r\n<h2><strong>What is the significance of IPEF for India?<\/strong><\/h2>\r\n<p>The significance of IPEF can be analyzed through the following dimensions:<\/p>\r\n<ul>\r\n\t<li><strong>Beneficial for Indian exports:\u00a0<\/strong>India\u2019s trade in the region is growing rapidly. Nearly 50% of India\u2019s trade is centered in the Indo-Pacific Region, and the Indian Ocean carries 90% of India\u2019s trade and its energy sources.<\/li>\r\n\t<li><strong>Countering China\u2019s hegemony:\u00a0<\/strong>The absence of China as a member of the group gives it a unique geopolitical character, as all the members of the group have common concerns regarding China's expansionist aspirations.<\/li>\r\n\t<li><strong>Collaboration for energy projects:<\/strong>\u00a0IPEF is expected to yield significant short-term economic advantages for India by fostering collaboration in clean energy investment and technology development.<\/li>\r\n\t<li><strong>India\u2019s leadership in Indo-Pacific:\u00a0<\/strong>India's decision to join the IPEF is a robust indication of its dedication to advancing Indo-Pacific objectives and regional collaboration following its withdrawal from the RCEP.<\/li>\r\n\t<li><strong>Supply-chain resilience:\u00a0<\/strong>India can gain by expanding supply chains beyond China and also keeping itself resilient from situations like the Covid pandemic.<\/li>\r\n<\/ul>\r\n<h2><strong>What are the challenges and limitations of IPEF?<\/strong><\/h2>\r\n<p>The challenges and limitations of IPEF include:<\/p>\r\n<ul>\r\n\t<li><strong>Lack of clarity:\u00a0<\/strong>The IPEF's status as a non-free trade agreement and the ambiguity around the four pillars can lead to confusion and uncertainty about its purpose and utility.<\/li>\r\n\t<li><strong>Divergent economic arrangements:\u00a0<\/strong>The countries involved in the IPEF have very different economic arrangements, making it difficult to find common ground and set standards together.<\/li>\r\n\t<li><strong>Departures from traditional positions:\u00a0<\/strong>Progress in some areas may require countries to depart from their traditional positions, which can be politically challenging.<\/li>\r\n\t<li><strong>Taxation<\/strong><strong>:\u00a0<\/strong>Tax provisions are a sensitive issue and may be difficult to negotiate.<\/li>\r\n\t<li><strong>Limited business representation:\u00a0<\/strong>The views of potentially competitive Indian businesses may not be heard, and there may be a tendency towards protectionism.<\/li>\r\n\t<li><strong>Complex negotiation process:<\/strong>\u00a0Trade negotiations involve multiple ministries and can be cumbersome and complex.<\/li>\r\n\t<li><strong>Credibility:\u00a0<\/strong>Earlier similar initiatives, such as the\u00a0<strong>Blue Dot Network<\/strong>\u00a0and the\u00a0<strong>Build Back Better World (B3W)\u00a0<\/strong>Initiative, have had limited success in addressing the region's infrastructure requirements.<\/li>\r\n<\/ul>\r\n<h2><strong>How does the IPEF differ from other trade deals?<\/strong><\/h2>\r\n<p>The Indo-Pacific Economic Framework (IPEF) is different from other trade deals in several ways:<\/p>\r\n<ul>\r\n\t<li><strong>Non-binding:\u00a0<\/strong>Unlike trade deals such as free trade agreements (FTAs), the IPEF is a non-binding framework for economic cooperation and connectivity in the Indo-Pacific region.<\/li>\r\n\t<li><strong>Inclusive:\u00a0<\/strong>The IPEF includes countries from across the Indo-Pacific region, including India, Japan, Australia, and the United States.
