Established in 1967 with the signing of the Bangkok Declaration by Indonesia, Malaysia, the Philippines, Singapore, and Thailand, ASEAN has grown into a dynamic grouping of 11 members, including Brunei, Vietnam, Myanmar, Laos, Cambodia, and, most recently, Timor-Leste.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400\">Guided by the motto \u201cOne Vision, One Identity, One Community,\u201d ASEAN plays a central role in shaping the strategic and economic landscape of the Indo-Pacific region. With its strong economic potential, strategic location, and emphasis on regional peace and stability, ASEAN has emerged as an influential power in global affairs and a vital partner for India.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400\">ASEAN About<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The Association of Southeast Asian Nations (ASEAN) is a regional grouping that aims to promote economic and security cooperation among its members:\u00a0<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Formation:<\/b><span style=\"font-weight: 400\"> ASEAN was formed on 8 August 1967 in Bangkok, Thailand, with the signing of the ASEAN Declaration (<\/span><b>Bangkok Declaration<\/b><span style=\"font-weight: 400\">) by the founding members of ASEAN: Indonesia, Malaysia, the Philippines, Singapore and Thailand.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Aim:<\/b><span style=\"font-weight: 400\"> The motto of ASEAN is \u201cOne Vision, One Identity, One Community\u201d.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Members:<\/b><span style=\"font-weight: 400\"> Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam and Timor-Leste.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Secretariat:<\/b><span style=\"font-weight: 400\"> ASEAN Secretariat is located in Jakarta, Indonesia.<\/span><\/li>\r\n<\/ul>\r\n<img decoding=\"async\" src=\"https:\/\/d35xcwcl37xo08.cloudfront.net\/upsc-exam-wp-uploads\/2025\/05\/ASEAN.webp\" alt=\"ASEAN Members\" title=\"ASEAN Members\" class=\"my-image my-image-size-full my-image-align-none\" style=\"width: auto; height: auto;\" \/>\r\n<h3><span style=\"font-weight: 400\">ASEAN Institutional Mechanism<\/span><\/h3>\r\n<p><span style=\"font-weight: 400\">The institutional mechanism of ASEAN includes<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Summit:<\/b><span style=\"font-weight: 400\"> ASEAN members meet annually to discuss regional issues and set policy directions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Coordinating Council (ACC):<\/b><span style=\"font-weight: 400\"> It oversees the implementation of ASEAN agreements and decisions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Secretariat:<\/b><span style=\"font-weight: 400\"> It supports and facilitates ASEAN's activities and initiatives.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Regional Forum (ARF):<\/b><span style=\"font-weight: 400\"> It serves as a forum for ASEAN nations and their partners to engage in political and security discussions and collaboration.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Decision-making:<\/b><span style=\"font-weight: 400\"> It is done through consultation and consensus.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">ASEAN Fundamental Principles\u00a0<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Fundamental principles of ASEAN are:<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Respecting every nation\u2019s independence, sovereignty, equality, territorial boundaries, and unique national identity.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Every state has the right to govern itself without external pressure, influence, or control.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Non-interference in the internal affairs of one another.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Resolving disagreements or conflicts through peaceful means.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Renunciation of the threat or use of force.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Effective cooperation among themselves.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">ASEAN Origin<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">ASEAN origin and evolution can be traced through the following treaties and agreements.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Association of Southeast Asia (ASA), 1961:<\/b><span style=\"font-weight: 400\"> It was formed by Indonesia, Malaysia, the Philippines, Singapore, and Thailand to promote economic, cultural, and social cooperation.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Bangkok Declaration, 1967:<\/b><span style=\"font-weight: 400\"> It formally established ASEAN.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>First ASEAN Summit, 1976:<\/b><span style=\"font-weight: 400\"> In the first ASEAN summit, the partner countries pledged to work towards regional peace and stability.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Treaty of Amity and Cooperation (TAC), 1976:<\/b><span style=\"font-weight: 400\"> It established a framework for peaceful relations and cooperation among member states.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Free Trade Area (AFTA), 1992:<\/b><span style=\"font-weight: 400\"> It aimed to create a free trade area among member countries.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Charter, 2008:<\/b><span style=\"font-weight: 400\"> It provides a legal framework for the organisation and strengthens its institutional structure.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN Economic Community (AEC), 2015:<\/b><span style=\"font-weight: 400\"> Its goal was to unify member economies and boost regional economic development.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>ASEAN joins the Regional Comprehensive Economic Partnership(RCEP), 2020: <\/b><span style=\"font-weight: 400\">ASEAN members join RCEP, a free trade agreement.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">ASEAN Summit 2025<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The 47th Asean Summit and the 20th East Asia Summit were held in Kuala Lumpur from 25-28 October 2025. Its key outcomes can be listed as below<\/span><\/p>\r\n<ul>\r\n\t<li><b>Kuala Lumpur Peace Accord: <\/b><span style=\"font-weight: 400\">A landmark agreement reaffirming Asean\u2019s central role in promoting peace and resolving regional conflicts, addressing long-standing criticisms of the bloc\u2019s inaction in times of crisis.<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li><b>Kuala Lumpur Declaration on Inclusive Green Growth: <\/b><span style=\"font-weight: 400\">It is a commitment by the Association of Southeast Asian Nations (ASEAN) to promote sustainable, inclusive, and resilient economic growth.\u00a0<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li><span style=\"font-weight: 400\">It focuses on areas like green finance, sustainable investment, digital transformation, and strengthening regional economic integration.\u00a0<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li><span style=\"font-weight: 400\">The declaration aims to narrow development gaps and mitigate climate change impacts while enhancing ASEAN's competitiveness in the global economy.<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li><b>Timor-Leste as a new ASEAN member: <\/b><span style=\"font-weight: 400\">Timor-Leste became the 11th member of the Association of Southeast Asian Nations (ASEAN) during the 47th ASEAN Summit in Malaysia\u2019s Kuala Lumpur.<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li style=\"list-style-type: none\">\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Malaysia RTA with the USA:<\/b><span style=\"font-weight: 400\"> Malaysia achieved a breakthrough by signing a Reciprocal Trade Agreement with the United States (ART), becoming the first Asean nation and among the few globally to formalise such a pact.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li><b>Malaysia\u2013South Korea Free Trade Agreement:<\/b><span style=\"font-weight: 400\"> It covers goods, services, investments, customs facilitation, sanitary and phytosanitary, digital trade, green economy, bioeconomy and economic cooperation.<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li><b>Other commitments:\u00a0<\/b><\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li style=\"list-style-type: none\">\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A joint commitment to strengthen housing resilience and improve smart city connectivity across the region.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ASEAN nations reaffirmed their commitment to speeding up the implementation of the ASEAN Circular Economy Framework.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ASEAN Declaration on Promoting the Right to Development and the Right to Peace Towards Realising Inclusive and Sustainable Development<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>India\u2019s presence:<\/b><span style=\"font-weight: 400\"> India was represented by its External Affairs Minister at the 47th ASEAN Summit, and it was virtually addressed by India\u2019s Prime Minister.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">India\u2019s EAM met the US Secretary of State to discuss ways to reset bilateral relations strained by recent US tariffs on Indian goods.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">EAM held his first meeting with the Vietnamese Foreign Minister, discussing ways to deepen the India\u2013Vietnam Strategic Partnership and strengthen bilateral economic engagement.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">In his meeting with the Malaysian foreign minister, he discussed progress in bilateral cooperation and exchanged views on the situation in Myanmar.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">He also met the Prime Ministers of Australia &amp; New Zealand.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">India reaffirmed its commitment to a peaceful and prosperous Indo-Pacific. He said India \u201cfully supports\u201d the East Asia Summit\u2019s activities and announced that 2026 will be observed as the <\/span><b>Asean\u2013India Year of Maritime Cooperation<\/b><span style=\"font-weight: 400\">, underscoring India\u2019s vision under the Asean Outlook on the Indo-Pacific and the UN Convention on the Law of the Sea (UNCLOS).<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">ASEAN Strengths As A Regional Grouping<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Some of the strengths of ASEAN as a group of nations include<\/span><\/p>\r\n<ul>\r\n\t<li style=\"list-style-type: none\">\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Regional stability:<\/b><span style=\"font-weight: 400\"> ASEAN has played a significant role in promoting peace and stability in the region, including through the signing of the TAC and the ARF.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Strategic location:<\/b><span style=\"font-weight: 400\"> ASEAN\u2019s location at the intersection of key global trade routes positions it as a vital centre for commerce and economic exchange.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Example:<\/b><span style=\"font-weight: 400\"> The Strait of Malacca is a key shipping route for world trade.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Economic growth:<\/b><span style=\"font-weight: 400\"> ASEAN has a combined population of more than 675 million people (2024) and a growing middle class, making it a dynamic and rapidly expanding market for trade and investment.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">It is a major hub of manufacturing and trade.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Cultural diversity:<\/b><span style=\"font-weight: 400\"> ASEAN is home to a rich and diverse range of cultures, languages, and religions, which creates opportunities for cross-cultural exchange and cooperation.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Diplomatic engagement:<\/b><span style=\"font-weight: 400\"> ASEAN\u2019s strong diplomatic relations with major powers like the US, China, and Japan help it utilise its strategic role and shape global affairs.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li><b>ASEAN Free Trade Partners: <\/b><span style=\"font-weight: 400\">ASEAN has free trade agreements (FTAs) with several countries,<\/span> <span style=\"font-weight: 400\">India, China, Japan, the\u00a0 Republic of Korea and Australia &amp; New Zealand.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">ASEAN India Relations Significance<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">ASEAN is significant for India in several ways.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"list-style-type: none\">\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Potential market:<\/b><span style=\"font-weight: 400\"> ASEAN represents one of the world\u2019s largest markets, offering India significant opportunities to expand its export reach.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Convergence with Indo-Pacific strategy:<\/b><span style=\"font-weight: 400\"> ASEAN forms a key pillar of India\u2019s \u201cAct East\u201d policy and Indo-Pacific strategy, highlighting shared interests in the region.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Countering China\u2019s influence:<\/b><span style=\"font-weight: 400\"> Enhancing ties with ASEAN nations can help offset China\u2019s growing influence in the region.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Connectivity with North East:<\/b><span style=\"font-weight: 400\"> Improving connectivity with ASEAN can accelerate economic growth in India\u2019s Northeast by transforming it into a key centre for regional trade and business.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Important for rule-based order:<\/b><span style=\"font-weight: 400\"> ASEAN is key to upholding a rules-based security framework in the Indo-Pacific, vital for ensuring regional peace and economic progress.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li><b>Energy:<\/b><span style=\"font-weight: 400\"> India\u2019s expanding economy and energy security needs can be better supported by tapping into the energy resources of ASEAN nations, offering a valuable chance to diversify its supply sources.<\/span><\/li>\r\n<\/ul>\r\n<ul>\r\n\t<li style=\"list-style-type: none\">\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Example:<\/b><span style=\"font-weight: 400\"> Since the late 1980s, India has partnered with Vietnam on offshore energy ventures in the resource-rich South China Sea through collaboration between ONGC Videsh Limited (ONGC-VL) and PetroVietnam (PVN).<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">ASEAN India Areas of Cooperation<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">India and ASEAN have a wide range of areas of cooperation, as ASEAN is one of the important pillars of India\u2019s Act East Policy. Some of the areas of cooperation are:<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Annual summit:<\/b><span style=\"font-weight: 400\"> India currently has annual summits with ASEAN.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The formal engagement began with \u201cSectoral Dialogue Partner\u201d in 1992 and subsequently as a \u201cDialogue Partner\u201d in 1996. It was upgraded to the Summit level in 2002<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Trade and Investment:<\/b><span style=\"font-weight: 400\"> The India-ASEAN Free Trade Agreement has strengthened trade and investment flows between both sides.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ASEAN is India\u2019s 4th largest trading partner. Total trade stood at $110.4 billion in 2021-22.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The ASEAN-India Business Council (AIBC) was set up in 2005 to foster closer business linkages.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Regional connectivity: <\/b><span style=\"font-weight: 400\">India is working on enhancing connectivity with ASEAN countries through the <\/span><b>India-Myanmar-Thailand (IMT) Trilateral Highway<\/b><span style=\"font-weight: 400\">, the Kaladan Multimodal Transit Transport Project, etc.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Defence and Security:<\/b><span style=\"font-weight: 400\"> India and ASEAN have strengthened defence cooperation by conducting joint military exercises such as the ASEAN-India Maritime Exercise and the ASEAN Defence Ministers\u2019 Meeting Plus (<\/span><b>ADMM<\/b><span style=\"font-weight: 400\">+).<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Example: India positions ASEAN as a core element of its Indo-Pacific vision under SAGAR (Security and Growth for All in the Region).<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Socio-cultural cooperation: <\/b><span style=\"font-weight: 400\">India and ASEAN have encouraged cultural interactions to strengthen people-to-people connections.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Example:<\/b><span style=\"font-weight: 400\"> Inviting ASEAN students to India each year for the Students Exchange Programme, Special Training Course for ASEAN diplomats, Exchange of Parliamentarians, ASEAN-India Network of Think Tanks, ASEAN-India Eminent Persons Lecture Series, etc.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Education and research:<\/b><span style=\"font-weight: 400\"> India has set up the ASEAN-India Centre at the Research and Information System for Developing Countries (RIS) to advance research and analysis on ASEAN-India relations.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Delhi Dialogue, 2009:<\/b><span style=\"font-weight: 400\"> It is an annual Track 1.5 forum for discussing politico-security, economic and socio-cultural issues between ASEAN and India.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Funding:<\/b><span style=\"font-weight: 400\"> India provides financial assistance to ASEAN countries from the,<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ASEAN-India Cooperation Fund,\u00a0<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ASEAN-India S&amp;T Development Fund and\u00a0<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ASEAN-India Green Fund.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">ASEAN India Relations Challenges\u00a0<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">While India and ASEAN have made significant progress in their bilateral relationship, there are still some issues and challenges that hinder their cooperation.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Trade Imbalances:<\/b><span style=\"font-weight: 400\"> India's trade deficit with ASEAN has increased over the years, leading to concerns in India about the benefits of the ASEAN-India Free Trade Agreement.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">In 2024, ASEAN accounted for 9.8 percent of India\u2019s exports and 10 percent of its imports, keeping its overall trade share around 9.9 percent, nearly the same as 2013, when it stood at 10 percent.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">However, in value terms, imports from ASEAN have surged 65 percent since 2016, compared with a 60 percent rise in export during the same period.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Nature of engagement:<\/b><span style=\"font-weight: 400\"> India\u2019s interactions with ASEAN nations remain largely country-to-country, instead of leveraging ASEAN as a collective multilateral platform for deeper cooperation.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Competing regional agreements:<\/b><span style=\"font-weight: 400\"> ASEAN\u2019s involvement in other regional groupings, such as RCEP and CPTPP, often draws focus and resources away from its partnership with India.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>South China Sea Disputes:<\/b><span style=\"font-weight: 400\"> The existence of other regional powers like China in 400\"> India and ASEAN countries can work together to promote their common interests in international and regional forums such as the United Nations, East Asia Summit, and ASEAN Regional Forum.\u00a0<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Reviewing the ASEAN-India Trade in Goods Agreement (AITIGA):<\/b><span style=\"font-weight: 400\"> Under the ongoing discussions, India should fast-track the review of the agreement and push for significant changes to address trade imbalances.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">ASEAN UPSC
