

{"id":5286,"date":"2026-03-04T23:29:03","date_gmt":"2026-03-04T17:59:03","guid":{"rendered":"https:\/\/vajiramandravi.com\/upsc-exam\/?p=5286"},"modified":"2026-03-10T12:30:54","modified_gmt":"2026-03-10T07:00:54","slug":"national-education-policy-2020","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/upsc-exam\/national-education-policy-2020\/","title":{"rendered":"National Education Policy 2020, UPSC Notes"},"content":{"rendered":"<h2><strong>What is National Education Policy 2020?<\/strong><\/h2>\r\n<p>The new National Education Policy (NEP) 2020 is the first education policy of the 21st century in India, which replaces the previous\u00a0<strong>National Policy on Education (NPE) 1986.<\/strong><\/p>\r\n<ul>\r\n\t<li>The Ministry of Education formed a committee under\u00a0<strong>Dr. K Kasturirangan,<\/strong>\u00a0which outlined this new policy.<\/li>\r\n\t<li>The National Education Policy 2020 proposes various reforms in school and higher education, including technical education, that are suited to 21st-century needs.<\/li>\r\n\t<li>5 foundational pillars of NEP 2020:\u00a0<strong>Access<\/strong>,\u00a0<strong>Equity<\/strong>,\u00a0<strong>Quality<\/strong>,\u00a0<strong>Affordability,<\/strong>\u00a0and\u00a0<strong>Accountability<\/strong>.<\/li>\r\n\t<li>This policy is aligned with the\u00a0<strong>2030 Agenda for Sustainable Development<\/strong>.<\/li>\r\n\t<li>It aims to transform India into a vibrant knowledge society and global knowledge superpower by making both school and college education more\u00a0<strong>holistic<\/strong>,\u00a0<strong>flexible<\/strong>, and\u00a0<strong>multidisciplinary<\/strong>\u00a0and aimed at bringing out the unique capabilities of each student.<\/li>\r\n<\/ul>\r\n<h2><strong>How is NEP 2020 different from the earlier policies?<\/strong><\/h2>\r\n<p>The\u00a0<strong>National Policy on Education (NPE)<\/strong>\u00a0was first formulated in\u00a0<strong>1968<\/strong>, based on the recommendations of the Kothari Commission. The<strong>\u00a0NPE<\/strong><strong>1986<\/strong>\u00a0focussed on providing education to all sections of society, promoting primary education, and establishing open universities. Later, the\u00a0<strong>Plan of Action (POA)<\/strong><strong>1992<\/strong>\u00a0had special emphasis on early childhood care and education and the universalization of elementary education.<\/p>\r\n<p>The NEP 2020 stands apart and marks a departure from the earlier policies on the following grounds.<\/p>\r\n<ul>\r\n\t<li><strong>Focus on holistic development<\/strong>: By emphasizing on critical thinking, discussion, and analytical learning to enrich India's talent and human resource pool.<\/li>\r\n\t<li><strong>Integration of vocational education:\u00a0<\/strong>The policy recognizes the importance of vocational education and aims to integrate it with mainstream education.<\/li>\r\n\t<li><strong>Emphasis on technology-enabled learning:\u00a0<\/strong>The new education policy recognizes the importance of technology in education and encourages the use of digital tools and platforms to enhance the learning experience.<\/li>\r\n\t<li><strong>Promotion of multilingualism along with the right to choose:<\/strong>\u00a0The new policy emphasizes the importance of multilingualism and encourages the teaching of regional languages alongside English and Hindi with the much-needed flexibility.<\/li>\r\n\t<li><strong>Flexible and multidisciplinary curriculum:<\/strong>\u00a0NEP 2020 offers subject selection, software training in schools, transfer of credits, multiple entries, and exit system to allow for more internal autonomy to institutions.<\/li>\r\n<\/ul>\r\n<h2><strong>What are the targets set under NEP 2020?<\/strong><\/h2>\r\n<ul>\r\n\t<li>Universalization of education from\u00a0<strong>Early Childhood Care and Education (ECCE)<\/strong>\u00a0to Secondary Education by 2030, aligning with SDG 2020?<\/strong><\/h2>\r\n<h3><strong>School Education\u00a0<\/strong><\/h3>\r\n<ul>\r\n\t<li><strong>Ensuring Universal Access at all levels of school education<\/strong>\r\n<ul>\r\n\t<li>NEP 2020 emphasizes ensuring\u00a0<strong>universal access to school education<\/strong>\u00a0at all levels, from preschool to secondary.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Early Childhood Care &amp; Education with new curriculum and pedagogical structure<\/strong>\r\n<ul>\r\n\t<li>With emphasis on Early Childhood Care and Education, the\u00a0<strong>10+2\u00a0<\/strong>structure of school curricula will be replaced by a\u00a0<strong>5+3+3+4<\/strong>\u00a0curricular structure.<\/li>\r\n\t<li>This will bring the hitherto uncovered age group of 3-6 years under the school curriculum, necessary prerequisite to learning, NEP 2020 calls for setting up of a\u00a0<strong>National Mission on Foundational Literacy and Numeracy.<\/strong><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Reforms in school curricula and pedagogy<\/strong>\r\n<ul>\r\n\t<li>Students will have increased\u00a0<strong>flexibility<\/strong>\u00a0and choice of subjects.<\/li>\r\n\t<li>There will be\u00a0<strong>no rigid separations<\/strong>\u00a0between arts and sciences, between curricular and extracurricular activities, and between vocational and academic streams.<\/li>\r\n\t<li><strong>Vocational education<\/strong>\u00a0will start in schools from the\u00a0<strong>6th<\/strong>\u00a0grade and include internships.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Teacher training and management<\/strong>\r\n<ul>\r\n\t<li>The existing B.Ed. programme for teacher training will be replaced by a four-year integrated programme with high-quality content, pedagogy, and practical training.<\/li>\r\n\t<li>A\u00a0<strong>national curriculum framework for teacher education<\/strong>\u00a0will be formulated by the National Council for Teacher Education(NCTE) in consultation with NCERT.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Multilingualism and the power of language<\/strong>\r\n<ul>\r\n\t<li>The policy has emphasized the\u00a0<strong>mother tongue\u00a0<\/strong>as the medium of instruction until\u00a0<strong>Grade 5<\/strong>, but preferably till\u00a0<strong>Grade 8<\/strong>\u00a0and beyond.<\/li>\r\n\t<li><strong>Sanskrit<\/strong>\u00a0to be offered at all levels of school and higher education as an option for students, including in the\u00a0<strong>three-language formula.<\/strong><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Assessment and Accreditation<\/strong>\r\n<ul>\r\n\t<li>A new National Assessment Centre-<strong>Performance Assessment, Review, and Analysis of Knowledge for Holistic Development<\/strong>\u00a0(PARAKH) will be set up as a standard-setting body.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h3><strong>Higher Education<\/strong><\/h3>\r\n<ul>\r\n\t<li><strong>Holistic multidisciplinary education<\/strong>\r\n<ul>\r\n\t<li>The policy envisages broad-based,\u00a0<strong>multi-disciplinary<\/strong>, holistic undergraduate education with flexible curricula, creative combinations of subjects, integration of\u00a0<strong>vocational education<\/strong>, and\u00a0<strong>multiple entry and exit<\/strong>\u00a0points with appropriate certification.<\/li>\r\n\t<li>An\u00a0<strong>Academic Bank of Credit<\/strong>\u00a0is to be established for digitally storing academic credits earned from different HEIs.<\/li>\r\n\t<li>The\u00a0<strong>National Research Foundation<\/strong>\u00a0will be created as an apex body for fostering a strong research culture and building research capacity across higher education.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Regulation<\/strong>\r\n<ul>\r\n\t<li><strong>Higher Education Commission of India (HECI)\u00a0<\/strong>will be an overarching umbrella body for higher education, excluding medical and legal education.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Technology in education<\/strong>\r\n<ul>\r\n\t<li>An autonomous body, the\u00a0<strong>National Educational Technology Forum (NETF)<\/strong>, will be created to provide a platform for the free exchange of ideas on the use of technology to enhance learning, assessment, planning, and administration.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Promotion of Indian languages<\/strong>\r\n<ul>\r\n\t<li>NEP recommends setting up an\u00a0<strong>Indian Institute of Translation and Interpretation<\/strong>\u00a0(IITI),\u00a0<strong>National Institute (or Institutes) for Pali, Persian, and Prakrit, strengthening of Sanskrit and all language departments in HEIs.<\/strong><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Internationalization of Higher Education\u00a0<\/strong>\r\n<ul>\r\n\t<li>High-performing Indian universities will be encouraged to set up campuses in other countries.<\/li>\r\n\t<li>Similarly, selected top global universities will be permitted to operate in India.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h3><strong>Other Recommendations<\/strong><\/h3>\r\n<ul>\r\n\t<li><strong>Financing education:\u00a0<\/strong>\r\n<ul>\r\n\t<li>The NEP reaffirmed the commitment of spending\u00a0<strong>6% of GDP<\/strong>\u00a0as public investment in education.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Adult education<\/strong>\r\n<ul>\r\n\t<li>The Policy aims to achieve 100% youth and adult literacy.<\/li>\r\n\t<li>A\u00a0<strong>national curriculum framework for adult education<\/strong>\u00a0will be developed to cover five broad areas:\r\n\r\n<ul>\r\n\t<li><strong>Foundational literacy and numeracy<\/strong><\/li>\r\n\t<li><strong>Critical life skills<\/strong>\u00a0(such as financial and digital literacy)<\/li>\r\n\t<li><strong>Vocational skills development<\/strong><\/li>\r\n\t<li><strong>Basic education<\/strong>\u00a0(equivalent of middle and secondary education)<\/li>\r\n\t<li><strong>Continuing education<\/strong>\u00a0(through engaging courses in arts, technology, sports, and culture)<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><strong>What are the various initiatives to implement NEP 2020?<\/strong><\/h2>\r\n<ul>\r\n\t<li><strong>Academic Bank of Credit:<\/strong>\r\n<ul>\r\n\t<li>The UGC has issued regulations for the establishment and operation of the Academic Bank of Credits in higher education.<\/li>\r\n\t<li>It will be a national-level digital facility for promoting academic mobility through a formal system of credit accumulation, credit transfer, and credit redemption.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>NIPUN Bharat<\/strong>:\r\n\r\n<ul>\r\n\t<li>A National Mission on Foundational Literacy and Numeracy (FLN Mission) launched by the Government.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Vidya Pravesh<\/strong>:\r\n\r\n<ul>\r\n\t<li>Guidelines for Three-month Play-based School Preparation Module for Grade 1 Children have been developed.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>1st Year Engineering programmes in regional languages:<\/strong>\r\n<ul>\r\n\t<li>AICTE made provisions for technical education in regional languages.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>National Digital Education Architecture (NDEAR)<\/strong>\r\n<ul>\r\n\t<li>Union Budget 2021-22 announced the setting up of a National Digital Educational Architecture (NDEAR) with a major emphasis on strengthening the country's digital infrastructure for education.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Structured Assessment for extended opportunity to learn new disciplinaries.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><strong>What are the criticisms of NEP 2020?<\/strong><\/h2>\r\n<p>The National Education Policy (NEP) 2020 has received mixed reactions and criticisms from various stakeholders.
