He was also the Founder-Director of the\u00a0<strong>Council of Scientific &amp; Industrial Research (CSIR).<\/strong>His contributions to the magnetochemistry and physical chemistry of emulsions were widely acknowledged. Dr. Shanti Swarup Bhatnagar also did commendable work in applied chemistry. In his honor, the prestigious\u00a0<strong>\"Shanti Swarup Bhatnagar (SSB) Prize for Science &amp; Technology\"<\/strong>\u00a0was established.<\/p>\r\n<h2>Life of Shanti Swarup Bhatnagar<\/h2>\r\n<p>Shanti Swarup Bhatnagar was\u00a0<strong>born on February 21, 1894, in Bhera,<\/strong>\u00a0Punjab (now in Pakistan). At an early age, he developed an interest in\u00a0<strong>engineering and science<\/strong>, geometry and algebra, and in making mechanical toys.<\/p>\r\n<h3>Education and Career<\/h3>\r\n<p>Shanti Swarup Bhatnagar enrolled at\u00a0<strong>Forman Christian College in 1913<\/strong>\u00a0to pursue a BSc degree. He studied\u00a0<strong>physics and chemistry.\u00a0<\/strong>In 1921, he went to England to complete his DSc (Doctor of Science) at London University after finishing his Master's degree.<\/p>\r\n<ul>\r\n\t<li>Bhatnagar returned to India in 1921, joined\u00a0<strong>Banaras Hindu University,<\/strong>\u00a0and created an active school of<strong>\u00a0physico-chemical research.<\/strong><\/li>\r\n<\/ul>\r\n<h2>Contribution of Shanti Shanti Swarup Bhatnagar<\/h2>\r\n<p>Dr. Bhatnagar played a significant role in building\u00a0<strong>post-independent Science and Technology<\/strong>\u00a0infrastructure and in the formulation of India\u2019s Science and Technology policies.<\/p>\r\n<ul>\r\n\t<li><strong>He held a number of important positions in the Government:<\/strong>\r\n<ul>\r\n\t<li>First chairman of the University Grants Commission (UGC).<\/li>\r\n\t<li>Secretary of the Ministry of Education and the Government's Educational Advisor<\/li>\r\n\t<li>Secretary of the Atomic Energy Commission<\/li>\r\n\t<li>First Secretary to the Ministry of Natural Resources and Scientific Research<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li>He played a significant role in the establishment of\u00a0<strong>India's National Research Development Corporation (NRDC).<\/strong><\/li>\r\n\t<li>After Independence, he was an ardent proponent of industrial research, and his negotiations with the oil industries resulted in the establishment of several\u00a0<strong>oil refineries in India.<\/strong><\/li>\r\n<\/ul>\r\n<h3>Contribution to Chemistry<\/h3>\r\n<p>His contributions to magnetochemistry and the physical chemistry of emulsions were widely acknowledged.<\/p>\r\n<ul>\r\n\t<li><strong>Magnetic Chemistry:<\/strong>\u00a0Bhatnagar and K.N. Mathur jointly invented the\u00a0<strong>Bhatnagar-Mathur Magnetic Interference Balance<\/strong>\u00a0in 1928.\r\n\r\n<ul>\r\n\t<li>It was one of the most sensitive instruments for determining magnetic properties.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Work in applied and industrial chemistry:<\/strong>\r\n<ul>\r\n\t<li>The first industrial problem undertaken by Bhatnagar was the development of a process to\u00a0<strong>convert bagasse (peelings of sugarcane) into food cake for cattle.<\/strong><\/li>\r\n\t<li><strong>Attock Oil Company\u00a0<\/strong>was having difficulty drilling for crude oil because the thick, viscous agent used to prevent oil leakage into the drill bit kept solidifying.
