Since India is one of the key Defence markets driven by increasing spending, the\u00a0<strong>capital expenditure for Defence\u00a0<\/strong>procurement is expected to be around\u00a0<strong>USD200-250 billion<\/strong>\u00a0over the\u00a0<strong>next 10 years,<\/strong>\u00a0and<strong>\u00a0'Make in India'<\/strong>\u00a0has been the government's cornerstone to promote indigenous Defence production in the country.<\/p>\r\n<p>Given the increasing focus on<strong>\u00a0self-reliance<\/strong>, the Ministry of Defence (MoD), has set a\u00a0<strong>target\u00a0<\/strong>of\u00a0<strong>doubling the Defence production<\/strong>\u00a0to USD 25 billion by 2025 from USD 12.5 billion in 2019-20. In order to achieve the targeted annual growth rate of around\u00a0<strong>15 percent,<\/strong>\u00a0the MoD is focusing on boosting Defence exports through these corridors.<\/p>\r\n<h2>Objectives of Defence Industrial Corridors<\/h2>\r\n<p>The establishment of Defence Industrial Corridors in India marks a significant milestone in the country's defence manufacturing capabilities with the following objectives:<\/p>\r\n<ul>\r\n\t<li><strong>Economic growth of States:<\/strong>\u00a0Transform armed service requirements to drive the economic growth of the states and the region associated with the states of\u00a0<strong>UP\u00a0<\/strong>and\u00a0<strong>TN<\/strong>.<\/li>\r\n\t<li><strong>Fulfilling Indigenisation requirements:<\/strong>\u00a0Capture indigenisation requirements set by the Ministry of Defence from DPUs and OFBs towards supporting defence manufacturing infrastructure in the country.<\/li>\r\n\t<li><strong>Indigenisation of Defence Manufacturing:<\/strong>\u00a0Promote indigenisation and support\u00a0<strong>\u201cMake in India\u201d<\/strong>\u00a0towards fulfilling equipment requirements worth over\u00a0<strong>250 billion dollars by 2025.<\/strong><\/li>\r\n\t<li><strong>Development of MSMEs:<\/strong>\u00a0Promote Ancillarisation (outsources) and development of MSMEs for Aerospace and Defence manufacturing<strong>\u00a0in each of the nodes of the states.<\/strong><\/li>\r\n\t<li><strong>The \u2018Make in India\u2019 initiative aims to achieve 70% indigenisation of the defence sector.<\/strong><\/li>\r\n\t<li><strong>Employment and Skill Development:<\/strong>\u00a0Encourage skill development and create jobs within the\u00a0<strong>state\u00a0<\/strong>by meeting skill\/education standards espoused by the A&amp;D sector globally.<\/li>\r\n<\/ul>\r\n<h2>UP Defence Industrial Corridor<\/h2>\r\n<p>The UP Defence Industrial Corridor, under the\u00a0<strong>Uttar Pradesh Expressways Industrial Development Authority (UPEIDA)<\/strong>, encompasses six strategically vital nodal points:\u00a0<strong>Agra<\/strong>,\u00a0<strong>Aligarh<\/strong>,\u00a0<strong>Chitrakoot<\/strong>,\u00a0<strong>Jhansi<\/strong>,\u00a0<strong>Kanpur<\/strong>, and\u00a0<strong>Lucknow<\/strong>. This corridor offers<strong>\u00a0\"Plug and Play\" support<\/strong>\u00a0consisting of the following features:<\/p>\r\n<ul>\r\n\t<li><strong>Amenities:<\/strong>\u00a0Assured water supply and uninterrupted electricity (132 KVA) with pelican wire fencing boundary wall at the site.<\/li>\r\n\t<li><strong>Connectivity:<\/strong>\u00a0Connectivity with a 4-lane heavy-duty highway linked to\u00a0<strong>Bundelkhand Expressway\u00a0<\/strong>and\u00a0<strong>Delhi-Jhansi<\/strong>\u00a0route.<\/li>\r\n\t<li><strong>Single Window Clearances:<\/strong>\u00a0Single Window approvals and clearances for Defence and Aerospace (D&amp;A) manufacturing units through\u00a0<strong>Nivesh Mitra<\/strong>, the state's single window system.<\/li>\r\n\t<li><strong>Flexible Working Conditions:<\/strong>\u00a0Labour permits tailored for the<strong>\u00a0Depreciation and Amortization (D&amp;A) industry<\/strong>\u00a0to allow flexible employment conditions.<\/li>\r\n\t<li><strong>Simplification of Procedures:<\/strong>\u00a0Simple procedures and a streamlined regulatory regime, ensure easy reimbursement of incentives and subsidies.<\/li>\r\n<\/ul>\r\n<p><img decoding=\"async\" src=\"https:\/\/vajiram-prod.s3.ap-south-1.amazonaws.com\/up_defence_industrial_corridor_f5ec57c0bd.jpg\" alt=\"up-defence-industrial-corridor\" \/><\/p>\r\n<h2>TN Defence Industrial Corridor<\/h2>\r\n<p>The Tamil Nadu Defence Corridor, initiated by the Government of Tamil Nadu, comprises five pivotal nodes:\u00a0<strong>Chennai<\/strong>,\u00a0<strong>Coimbatore<\/strong>,\u00a0<strong>Hosur<\/strong>,\u00a0<strong>Salem<\/strong>, and\u00a0<strong>Tiruchirappalli<\/strong>. Tamil Nadu has strategic advantages which lead to the following features of this corridor:<\/p>\r\n<ul>\r\n\t<li><strong>Airports:<\/strong>\u00a0The are four international airports (Chennai, Coimbatore, Trichy, Madurai) and two domestic airports (Tuticorin, Salem).<\/li>\r\n\t<li><strong>Power Supply:<\/strong>\u00a0Tamil Nadu is a\u00a0<strong>power surplus state<\/strong>\u00a0with a renewable energy capacity of 11,113 MW.<\/li>\r\n\t<li><strong>Chennai\u2019s connectivity:\u00a0<\/strong>The capital of Tamil Nadu, Chennai, is connected globally by three\u00a0<strong>submarine cables<\/strong>, providing a\u00a0<strong>bandwidth\u00a0<\/strong>of 14.8 Tbps.<\/li>\r\n\t<li><strong>South-Korean Investments:<\/strong>\u00a0TN is a preferred destination for Korean investors as the state is the largest recipient of\u00a0<strong>Korean Foreign Direct Investment (FDI)<\/strong>\u00a0in India.<\/li>\r\n<\/ul>\r\n<p><img decoding=\"async\" src=\"https:\/\/vajiram-prod.s3.ap-south-1.amazonaws.com\/tn_defence_industrial_corridor_401652de58.png\" alt=\"tn-defence-industrial-corridor\" \/><\/p>\r\n<h2>Challenges to the Defence Industrial Corridors<\/h2>\r\n<p>The implementation of Defence Industrial Corridors in India, though promising, is not without its challenges.<\/p>\r\n<ul>\r\n\t<li><strong>Regional Imbalance:<\/strong>\u00a0Since, only TN and UP have been chosen for the development of these corridors, other states might feel marginalised.\r\n\r\n<ul>\r\n\t<li>This can lead to\u00a0<strong>political challenges<\/strong>\u00a0and\u00a0<strong>demands\u00a0<\/strong>for additional DICs in different states.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Private Sector Engagement:\u00a0<\/strong>While DICs<strong>\u00a0aim to attract private sector investment<\/strong>, there may be challenges in getting private industries to\u00a0<strong>commit their resources<\/strong>\u00a0towards defence industrialization.\r\n\r\n<ul>\r\n\t<li>Private players are\u00a0<strong>sceptical\u00a0<\/strong>and this requires the government to put sustained efforts to\u00a0<strong>incentivize\u00a0<\/strong>and\u00a0<strong>encourage\u00a0<\/strong>participation.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Tax benefits to the Industries:<\/strong>\u00a0Apart from the single window clearances and cluster approach of the defence industrial corridors, the industries especially the private sector players would seek various tax rebates and exemptions which the government provides\u00a0<strong>Special Economic Zones(SEZs).<\/strong><\/li>\r\n\t<li><strong>Incorporation of MSMEs in Global Supply Chains:\u00a0<\/strong>The incorporation of MSMEs in the global supply chain is very challenging since the Indian MSMEs are at a very nascent stage of development, especially, in the Defence sector.<\/li>\r\n\t<li>The competition with the global players and the\u00a0<strong>advanced technologies\u00a0<\/strong>like\u00a0<strong>advanced electronics and materials\u00a0<\/strong>along with\u00a0<strong>skilled manpower\u00a0<\/strong>such as\u00a0<strong>mechatronics<\/strong>\u00a0(mechanical plus electronics engineer),will be challenging.<\/li>\r\n\t<li><strong>Ensuring Quality and Standards:<\/strong>\u00a0The products manufactured within the DICs must meet stringent\u00a0<strong>global standards<\/strong>\u00a0to be\u00a0<strong>competitive\u00a0<\/strong>in the international market.\r\n\r\n<ul>\r\n\t<li>Also, a skilled workforce is required to ensure the quality standard of the products.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Logistical Hurdles:<\/strong>\u00a0The logistical challenges that need to be addressed, such as\u00a0<strong>transportation<\/strong>,\u00a0<strong>supply chain management<\/strong>, and<strong>\u00a0infrastructure development<\/strong>, are essential for the efficient functioning of the corridors.\r\n\r\n<ul>\r\n\t<li>The\u00a0<strong>National Logistics Policy(2022)<\/strong>\u00a0can help reduce these hurdles.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Industry-Academia Collaboration:\u00a0<\/strong>There is a need to strengthen collaboration between the defence industry and academic institutions is crucial for\u00a0<strong>research, innovation, and skill development.<\/strong><\/li>\r\n<\/ul>\r\n<h2>Steps to be taken in the Future<\/h2>\r\n<p>Following are the steps required to be taken in future to make such projects a success and streamline the infrastructure-building process:<\/p>\r\n<ul>\r\n\t<li><strong>Continuous Policy Evolution:<\/strong>\u00a0There is a need to implement ongoing policy reforms to create a conducive environment for growth and innovation in the defence sector.\r\n\r\n<ul>\r\n\t<li>For example, the\u00a0<strong>National Infrastructure Pipeline<\/strong><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Private Sector Engagement:<\/strong>\u00a0There is a need to actively involve the private sector to bring in\u00a0<strong>expertise<\/strong>,\u00a0<strong>investment<\/strong>, and\u00a0<strong>innovation\u00a0<\/strong>crucial for success.\r\n\r\n<ul>\r\n\t<li>This can be achieved by providing them with\u00a0<strong>incentives\u00a0<\/strong>and\u00a0<strong>recognising\u00a0<\/strong>their involvement.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Foster Strong Partnerships:<\/strong>\u00a0Encourage robust collaboration between the government and private entities to drive\u00a0<strong>innovation<\/strong>,\u00a0<strong>share resources<\/strong>, and collectively solve challenges.<\/li>\r\n\t<li><strong>Invest in Research and Development:\u00a0<\/strong>Prioritise<strong>\u00a0R&amp;D efforts\u00a0<\/strong>to develop cutting-edge technologies, enhancing India's competitiveness in the\u00a0<strong>global defence market<\/strong>.<\/li>\r\n\t<li><strong>Adapting to Industry 4.0 standards:<\/strong>\u00a0In the defence sector, it would involve incorporating advanced technologies like\u00a0<strong>artificial intelligence<\/strong>,\u00a0<strong>Internet of Things (IoT)<\/strong>,\u00a0<strong>big data analytics<\/strong>, and\u00a0<strong>automation\u00a0<\/strong>into the manufacturing and operational processes.\r\n\r\n<ul>\r\n\t<li>For example,<strong>\u00a03D Printing<\/strong>\u00a0facilitates the use of additive manufacturing for\u00a0<strong>rapid prototyping\u00a0<\/strong>and even the production of spare parts.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>","protected":false},"excerpt":{"rendered":"<p> A Defence
