The National Research Foundation will play a pivotal role in seeding, nurturing and promoting research, innovation and development across universities, colleges, research institutions, and R&amp;D laboratories.<\/p>\r\n<h2>Anusandhan National Research Foundation Act, 2023<\/h2>\r\n<p>The Anusandhan National Research Foundation Act of 2023 provides for the establishment of the Anusandhan National Research Foundation (NRF).<\/p>\r\n<ul>\r\n\t<li>It also repealed the\u00a0<strong>Science and Engineering Research Board (SERB)<\/strong>\u00a0established by an\u00a0<strong>act of Parliament in 2008\u00a0<\/strong>and subsumed it into\u00a0<strong>NRF<\/strong>.<\/li>\r\n\t<li><strong>NRF,\u00a0<\/strong>as an<strong>\u00a0apex body, aims to<\/strong>\u00a0provide \u201chigh-level strategic direction for research, innovation and entrepreneurship\u201d, and enhance \u201cIndia\u2019s national research infrastructure, knowledge enterprise, and innovation potential, for scientific pursuit\u201d.<\/li>\r\n<\/ul>\r\n<h2>What is National Research Foundation?<\/h2>\r\n<p>In 2005, the Science Advisory Council to the Prime Minister recommended the formation of a\u00a0<strong>National Science and Engineering Research Foundation.\u00a0<\/strong>It was approved by the then\u00a0<strong>PM Manmohan Singh.<\/strong>\u00a0In 2008, it was renamed the Science and Engineering Research Board (SERB).<\/p>\r\n<p>The National Research Foundation (NRF), an apex body to provide high-level strategic direction of scientific research in the country in accordance with the recommendations of the National Education Policy (NEP)<strong>,<\/strong>\u00a0will be established at a\u00a0<strong>cost of 50,000 crore<\/strong>\u00a0over the period\u00a0<strong>2023-28.<\/strong><\/p>\r\n<ul>\r\n\t<li><strong>Goals:\u00a0<\/strong>To increase private sector contributions to research in India and to ensure that a larger portion of government funds go to state universities and colleges.<\/li>\r\n\t<li>The\u00a0<strong>Department of Science and Technology (DST)<\/strong>\u00a0will be NRF's administrative department.<\/li>\r\n<\/ul>\r\n<h3>Functions of National Research Foundation<\/h3>\r\n<p>National Research Foundation will provide strategic direction for research, innovation, and entrepreneurship in the fields of natural sciences, engineering and technology, environmental and earth sciences, health and agriculture, and scientific and technological interfaces of humanities and social sciences.<\/p>\r\n<p><strong>Functions of NRF include:<\/strong><\/p>\r\n<ul>\r\n\t<li>Preparing the roadmap for short, medium, and long-term research and development.<\/li>\r\n\t<li>Facilitating and funding the expansion of Research and Development and related infrastructure in universities, colleges, and research institutions.<\/li>\r\n\t<li><strong>Funding competitive peer-reviewed\u00a0<\/strong>grant proposals to eligible individuals.<\/li>\r\n\t<li>Assisting in the transformation of research into capital-intensive technology.<\/li>\r\n\t<li>Enhancing India's role and engagement in significant national and\u00a0<strong>global areas.<\/strong><\/li>\r\n\t<li><strong>Encouraging private and public sector<\/strong>\u00a0entities to invest in the foundation.<\/li>\r\n\t<li>Carry out\u00a0<strong>annual surveys<\/strong>\u00a0of scientific research, outcomes, and spending.<\/li>\r\n<\/ul>\r\n<h3>Organisational Structure of National Research policy guidance to the Foundation and oversee implementation.<\/p>\r\n<\/td>\r\n<td>\r\n<p>- lmplement the objectives of the Foundation based on the policy direction and guidance provided by the Governing Board.<\/p>\r\n<p>- Examining applications for financial aid,<\/p>\r\n<p>- Developing a budget and managing its accounts.<\/p>\r\n<\/td>\r\n<\/tr>\r\n<\/tbody>\r\n<\/table>\r\n<\/figure>\r\n<h2>Need for National Research Foundation<\/h2>\r\n<ul>\r\n\t<li><strong>Less investment in research:\u00a0<\/strong>India\u2019s Gross Expenditure on Research and Development (GERD) stagnated at about<strong>\u00a00.7 percent of GDP<\/strong>, which is less as compared to the 2% of the global benchmark.\r\n\r\n<ul>\r\n\t<li>A significant infusion of funding, steered by a clear implementation strategy, is required for India to become a science leader.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Less contribution by private sector:\u00a0<\/strong>52% of GERD in India is by the government which is substantially higher than in the\u00a0<strong>US\u00a0<\/strong>(10%),\u00a0<strong>Germany\u00a0<\/strong>(13%),\u00a0<strong>China\u00a0<\/strong>(15%). To bridge this gap, the\u00a0<strong>ANRF-2023<\/strong>\u00a0Act plans to seek significant private-sector contributions.<\/li>\r\n\t<li><strong>Challenges to India\u2019s research and development capacity:<\/strong>\u00a0NRF can be a viable tool to address challenges to India\u2019s research and development capacity.\r\n\r\n<ul>\r\n\t<li><strong>For example,<\/strong>\u00a0a share of the funds should be targeted toward building scientific research capacity in universities and semi-urban areas.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Impact of Brain drain<\/strong>: Lower spending on R&amp;D, and less innovative opportunities may force young talents to move to better terrains. India must strive to optimally use its pool of talent.<\/li>\r\n<\/ul>\r\n<h2>Significance of the National Research Foundation<\/h2>\r\n<ul>\r\n\t<li><strong>Democratisation of science funding:<\/strong>\u00a0NRF will prioritize funding for projects in outlying, rural, and semi-urban areas, which are underserved and rarely receive funding for science projects.<\/li>\r\n\t<li><strong>Widen the area of research:\u00a0<\/strong>The NRF would support research in areas other than natural sciences and engineering, such as social sciences, arts, and humanities.<\/li>\r\n\t<li><strong>Provides an efficient and integrated management system:\u00a0<\/strong>For the implementation of missions such as the\u00a0<strong>supercomputer mission<\/strong>\u00a0or the quantum mission.<\/li>\r\n\t<li><strong>Enhance collaboration:\u00a0<\/strong>The NRF will establish collaborations between business, academia, government agencies, and research institutions, and will dig into the financial resources of the private sector to ensure a\u00a0<strong>financially viable research ecosystem<\/strong>.<\/li>\r\n<\/ul>\r\n<h2>Limitations of the National Research Foundation<\/h2>\r\n<ul>\r\n\t<li><strong>Less funding by government:\u00a0<\/strong>An amount of Rs 50,000 crore has been earmarked for priority areas in research over 2023-2028. It is stated that approximately 70% will be raised from the private sector.
