SAMPADA 2.0 is a digital property and document registration platform launched by the Government of Madhya Pradesh to make property registration, e-stamping and related services faster, paperless and more transparent. Launched statewide on 10 October 2024, it uses technologies such as Aadhaar-based e-KYC, Video KYC, GIS and digital signatures to simplify the registration process and reduce the need for physical visits to government offices.
What is SAMPADA 2.0?
SAMPADA 2.0 stands for Stamps and Management of Property and Documents Application. It is a digital property and document registration platform developed by the Government of Madhya Pradesh through the Commercial Tax Department and the Inspector General of Registration and Superintendent of Stamps.
The platform was launched statewide on 10 October 2024 and replaced the earlier SAMPADA 1.0 system. Its main aim is to make property registration, e-stamping and related services paperless, digital, transparent and easier for citizens.
- Digital property registration: SAMPADA 2.0 brings major parts of the property registration process onto a single digital platform, including e-stamping, deed preparation, valuation and registration.
- Paperless and faceless services: The system allows eligible documents to be registered through digital and video-based processes without requiring a physical visit to the Sub-Registrar Office. Under the current framework, video KYC enables faceless registration for 75 out of around 140 document categories.
- e-Stamping: Citizens can obtain e-stamps digitally and complete stamp-duty related processes through the portal.
- Property information: The platform uses digital property data and GIS technology to improve property identification, mapping and valuation.
- Digital document delivery: After registration, documents can be delivered electronically, including through email and WhatsApp, reducing dependence on physical copies.
- Integration with government databases: SAMPADA 2.0 connects with multiple government systems to verify property and party-related information in real time.
- Mobile access: The SAMPADA 2.0 mobile application provides access to services such as guideline rates and other property-related information.
- Citizen-focused registration: The system is designed to make property transactions faster, more transparent and less dependent on physical paperwork.
SAMPADA 2.0 Key Features and Objectives
SAMPADA 2.0 combines Aadhaar-based authentication, GIS, e-signatures, video KYC and automated data verification to simplify the registration process.
- Video KYC: Eligible parties can complete identity verification through video-based KYC, allowing many registrations to be completed remotely. This reduces the need for repeated visits to the Sub-Registrar Office.
- Aadhaar-based verification: Aadhaar authentication and e-KYC help verify the identity of parties involved in a transaction and reduce the risk of impersonation.
- GIS-based property mapping: Geographic Information System technology helps identify and map properties more accurately and supports property valuation.
- Automated deed drafting: The platform can use predefined templates and verified data to generate property documents according to the applicable legal requirements.
- Digital signatures: e-Signatures and digital signatures reduce dependence on physical signatures and paperwork.
- Automatic stamp-duty calculation: Property-related information and guideline values can be used to support automated valuation and calculation of applicable stamp duty.
- Digital delivery of registered documents: Registered documents can be provided electronically through channels such as email and WhatsApp, while the government project documentation also mentions digital repositories such as DigiLocker.
- Real-time data integration: SAMPADA 2.0 is integrated with multiple government systems, helping verify information from departments and databases instead of relying entirely on manual data entry.
- Automatic mutation support: The system can trigger the transfer or updating of ownership information in land records after registration, helping streamline the mutation process.
- Multiple registration options: Depending on the document and eligibility, users can opt for video-based registration, use an authorised service provider or complete the process through the Sub-Registrar Office.
- Document search and certified copies: The platform also supports services related to searching registered documents and obtaining certified copies.
- e-Governance focus: The broader objective is to reduce manual processes, improve transparency, strengthen data verification and provide faster citizen services.
How Does SAMPADA 2.0 Improve Property Registration in India?
SAMPADA 2.0 represents a shift from a largely office-based registration process towards a digital, data-driven and citizen-centric model. Although it is a Madhya Pradesh initiative, it is significant as an example of technology-led reform in property registration.
- Reduces physical visits: Eligible property transactions can be completed through video KYC and remote registration, reducing the need to visit government offices.
- Makes registration paperless: Digital deeds, e-stamps, e-signatures and electronic delivery reduce the use of physical documents.
- Improves identity verification: Aadhaar-based e-KYC and authentication make it more difficult to use false identities or impersonate another person.
- Improves property verification: GIS-based mapping and integration with government databases help match property information with available official records.
- Reduces manual data entry: Instead of entering the same property information repeatedly, the system can fetch verified information from connected government databases.
- Makes valuation more efficient: GIS data and guideline values help in determining property values and applicable stamp duty more systematically.
- Speeds up document preparation: Automated templates and pre-filled information can reduce the time required to prepare registration documents.
- Improves transparency: Digital processing creates a clearer record of transactions and reduces dependence on manual intervention.
- Supports digital document access: Citizens can receive registered documents electronically, making it easier to store and access them.
- Helps reduce land-related disputes: Better identity verification, property-data integration and transparent registration processes can reduce errors and impersonation-related issues.
- Supports better land governance: By connecting registration with other government databases, SAMPADA 2.0 helps create a more integrated digital ecosystem for property and land administration.
SAMPADA 2.0 Significance
SAMPADA 2.0 is significant because it combines e-governance, digital identity verification, GIS technology and automated property registration in one platform.
- First-mover achievement: Madhya Pradesh became the first state to implement fully paperless e-registration of documents through this system.
- National recognition: SAMPADA 2.0 received the National e-Governance Gold Award 2025 in the category of Government Process Re-engineering by Use of Technology for Digital Transformation.
- Better ease of living: Citizens can access several property registration and e-stamping services digitally, reducing paperwork and unnecessary office visits.
- Greater transparency: Automated workflows and digital records can reduce manual intervention and improve accountability.
- Stronger security: Aadhaar-based authentication, e-KYC and digital signatures strengthen the security of property transactions.
- Reduced impersonation: Digital identity verification helps prevent fraudulent registrations carried out using false identities.
- Improved administrative efficiency: Integration with more than 20 government systems enables faster data validation and reduces repetitive manual work.
- Better land and property management: GIS-based property identification and integration with official records support more accurate property information.
- Paperless governance: The platform is an important example of how technology can replace traditional paper-heavy government procedures with digital workflows.
- Support for Digital India: SAMPADA 2.0 reflects the broader objective of using technology to make public services more accessible, efficient and citizen-friendly.
- Model for e-governance: Its use of remote registration, automated processing, digital signatures and inter-departmental data integration makes it an important case study in government process re-engineering.
