China’s Xiaokang villages are modern border settlements developed along its frontier, including areas facing India. With 628 such villages reported along the Line of Actual Control (LAC), their development has become an important aspect of the evolving India-China border situation.

Their presence has implications for China’s territorial claims, frontier infrastructure and border management, particularly in areas opposite Arunachal Pradesh, while also highlighting the need for India to strengthen border connectivity, local communities and strategic preparedness.

What are Xiaokang Villages?

Xiaokang is a Chinese term meaning “moderately prosperous” or “well-off.”

  • Xiaokang villages are modernised settlements developed by China in remote frontier areas, particularly in the Tibet Autonomous Region (TAR).
  • They include housing, roads, electricity, telecommunications and other basic infrastructure.
  • Many settlements have been developed close to China’s disputed or sensitive borders.

Why are Xiaokang Villages a Concern for India?

The concern is not the existence of villages itself, but their location in contested areas and their potential to alter the strategic and demographic environment along the LAC.

  • Entrenching territorial claims: Permanent settlements can strengthen China’s administrative and physical presence in areas where India contests its territorial claims.
  • Changing the status quo: Continued construction and habitation can create facts on the ground, making an already disputed boundary more difficult to manage.
  • Civilian–military overlap: Infrastructure developed around these settlements can provide logistical and connectivity advantages to Chinese security forces during a contingency.
  • Demographic pressure: Populating remote frontier areas can give China a stronger human presence in regions where India also seeks to retain border communities.
  • Infrastructure asymmetry: Faster connectivity across the Chinese side can widen the logistical gap in difficult Himalayan terrain, where road access directly affects border management and military mobility.
  • Greater surveillance burden: A more connected and inhabited frontier requires India to maintain continuous monitoring and preparedness across a wider and more active border environment.

India’s Response

India has increasingly adopted a development-plus-security approach to its northern borders.

Vibrant Villages Programme

The Vibrant Villages Programme (VVP) seeks to improve living conditions and economic opportunities in India’s border villages.

  • VVP-I covers 662 villages in 46 blocks across Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand and Ladakh.
  • It focuses on roads, electricity, telecommunications, livelihoods, tourism and essential services.
  • The programme seeks to reduce outmigration from strategically important border villages.
  • It treats population retention as an important component of border security.

Vibrant Villages Programme-II

India has expanded this approach through Vibrant Villages Programme-II (VVP-II).

  • VVP-II has an outlay of ₹6,839 crore for 2024-25 to 2028-29.
  • It covers 1,954 villages along India’s international land borders, excluding villages covered under VVP-I.
  • The programme seeks to combine border development with stronger integration of frontier communities.

Border Infrastructure

India is simultaneously improving strategic connectivity through the Border Roads Organisation (BRO).

  • Strategic roads and bridges improve troop mobility and civilian connectivity in remote border areas.
  • The Sela Tunnel provides all-weather connectivity towards Tawang and improves access to the strategically important region.
  • Improved connectivity reduces the logistical disadvantages created by difficult Himalayan terrain.

Arunachal Frontier Highway

The Frontier Highway (NH-913) is planned to improve connectivity along the frontier areas of Arunachal Pradesh.

  • The proposed highway is expected to improve access to remote border areas.
  • It can facilitate the movement of people, goods and security forces.
  • Better connectivity can help address population outmigration from remote frontier regions.
  • The project therefore has both developmental and strategic significance.

Challenges for India

Despite these initiatives, developing and securing the Himalayan frontier remains difficult because of geographical, economic and logistical constraints.

  • Difficult terrain: Steep mountains and fragile terrain make construction and maintenance difficult.
  • Extreme weather: Snowfall, landslides and flash floods can disrupt roads and communication networks.
  • Population outmigration: Limited employment opportunities can encourage people to leave remote border villages.
  • Infrastructure gap: China has developed extensive connectivity and settlements across Tibet.
  • High construction costs: Infrastructure development in high-altitude areas requires substantial financial and logistical resources.

Way Forward

India needs to combine military preparedness with strong civilian presence and sustainable border development.

  • Strengthen border communities through employment, healthcare, education and livelihood opportunities.
  • Build resilient infrastructure capable of functioning under extreme Himalayan conditions.
  • Expand technological surveillance through satellites, drones, sensors and secure communication systems.
  • Integrate civilian and military planning so that infrastructure serves both development and strategic mobility.
  • Reduce population outmigration by creating viable economic opportunities in frontier villages.
  • Maintain diplomatic engagement with China alongside military preparedness and infrastructure development.
