Small and Medium Enterprises Growth Fund (SME Growth Fund) is a new initiative aimed at providing long-term equity capital to high-potential small and medium enterprises in India. The Union Cabinet has approved a ₹10,000 crore commitment for establishing the fund as part of the broader announcements under the Union Budget 2026-27.
The Fund seeks to help viable and scalable SMEs expand operations, adopt advanced technologies, improve productivity, strengthen exports and emerge as sectoral champions.
What is the SME Growth Fund?
The SME Growth Fund (SGF) is a proposed ₹10,000 crore growth capital fund designed to provide patient equity capital to promising small and medium enterprises.
It will:
- Provide direct equity investment to high-potential SMEs.
- Support enterprises with demonstrated business viability and scalability.
- Focus significantly on manufacturing-oriented SMEs.
- Help SMEs expand manufacturing capacity and adopt advanced technologies.
- Strengthen productivity, innovation and export competitiveness.
- Support SMEs operating in Tier-II and Tier-III industrial clusters.
- Help promising Indian enterprises develop into sectoral champions.
Classification of Small and Medium Enterprises
Under the latest MSME classification criteria, effective from April 2025, enterprises are classified based on investment in plant and machinery or equipment and annual turnover.

Why is the SME Growth Fund Needed?
India has a large and diverse MSME ecosystem, but access to growth-stage equity capital remains a challenge for many small and medium enterprises.
Existing equity funds have largely focused on early-stage enterprises and micro enterprises. This creates a gap for SMEs that have already established viable businesses but require additional capital to move to the next stage of growth.
The SME Growth Fund seeks to address this gap by providing long-term capital that can help enterprises:

India’s MSME Ecosystem
MSMEs play a major role in India’s economy by contributing to GDP, manufacturing, exports, employment and innovation. According to the Economic Survey 2025-26, MSMEs account for:
- 31.1% of India’s GDP.
- 35.4% of manufacturing output.
- 48.58% of exports.
Approximately 9.78 crore MSMEs had been registered through the Udyam Registration and Udyam Assist Platform (UAP). These registered MSMEs have reported around 43.28 crore employment opportunities.

The SME Growth Fund will focus on strengthening high-potential SMEs through equity support, with priority to manufacturing, technology adoption, productivity, exports and industrial development.
