GRAP 3, also known as GRAP Stage 3 or GRAP-III, is part of the Graded Response Action Plan (GRAP), a set of emergency measures introduced to control rising air pollution in Delhi and the National Capital Region (NCR). It applies when air quality falls in the Severe category (AQI 401-450). It brings stricter restrictions on polluting vehicles, construction activities and other major sources of air pollution.

What is GRAP 3?

GRAP 3 refers to Stage 3 of the Graded Response Action Plan, an emergency air pollution control framework implemented in Delhi-NCR when air quality reaches or is expected to reach the Severe category. It introduces stronger measures to reduce emissions and protect public health.

  • GRAP stands for Graded Response Action Plan. It is a step-by-step pollution control system in which restrictions become stricter as air quality deteriorates.
  • Meaning of GRAP Stage 3: GRAP 3 is the third level of the action plan and is designed to control severe air pollution. It includes restrictions on certain vehicles, dust-generating construction work and other activities that contribute to pollution.
  • Implementation in Delhi-NCR: The plan applies across Delhi and the National Capital Region, including adjoining areas of Haryana, Uttar Pradesh and Rajasthan. Specific restrictions, such as vehicle bans, may apply only to designated districts.
  • Authority Responsible for GRAP: The Commission for Air Quality Management (CAQM) reviews air quality conditions, activates GRAP stages and coordinates pollution control measures with state governments and implementing agencies.
  • Preventive Approach: GRAP 3 does not necessarily need the AQI to cross 400 before action is taken. Authorities can bring in Stage 3 measures in advance if weather forecasts indicate that pollution may rise to severe levels.

GRAP 3 Restrictions

GRAP Stage 3 introduces strict measures to reduce pollution from vehicles, construction activities and other sources. These restrictions apply in addition to the measures already in force under GRAP Stages 1 and 2.

  • Restrictions on Construction and Demolition: Non-essential construction and demolition work that creates large amounts of dust is restricted. This includes major excavation, earthwork, demolition and certain road construction activities. Essential projects and specifically permitted works may continue under prescribed conditions.
  • Ban on Certain Petrol and Diesel Cars: Under GRAP 3, BS-III petrol and BS-IV diesel or lower-emission-standard four-wheelers face restrictions in Delhi and designated NCR districts. The aim is to cut emissions from older, more polluting vehicles.
  • Restrictions on Goods Vehicles: The revised 2026 GRAP framework adds restrictions on certain BS-IV and older light and medium goods vehicles. It also tightens rules for diesel goods vehicles registered outside Delhi that enter the capital.
  • School Guidelines: GRAP Stage 3 includes provisions to shift classes up to Class 5 to hybrid learning, a mix of physical and online education. The actual arrangements depend on directions from the concerned education authorities.
  • Industrial and Dust-Generating Activities: Industries and other operations must follow pollution control requirements. Stone crushers, mining activities and other highly dust-generating operations are subject to the applicable GRAP and environmental restrictions.
  • Public Transport Measures: Authorities strengthen public transport, including additional metro trips and better bus availability, to encourage people to use public transport instead of private vehicles.
  • Continuation of Earlier Restrictions: Measures under GRAP Stages 1 and 2, including road sweeping, water sprinkling, waste-burning restrictions and diesel generator regulations, continue to apply when Stage 3 is activated.

GRAP 3 Air Quality Index (AQI) Criteria

The Air Quality Index (AQI) measures air pollution levels and helps authorities decide when stronger control measures are needed. Under the revised GRAP framework, four stages are linked to different AQI ranges.

  • GRAP Stage 1 – Poor Air Quality: Stage 1 applies when the AQI is between 201 and 300. It focuses on controlling road dust, enforcing pollution norms, preventing open waste burning and monitoring construction activities.
  • GRAP Stage 2 – Very Poor Air Quality: Stage 2 applies when the AQI is between 301 and 400. It adds measures such as stricter dust control, higher parking charges and staggered government office timings.
  • GRAP Stage 3 – Severe Air Quality: Stage 3 applies when the AQI is between 401 and 450. It brings stricter restrictions on certain petrol and diesel vehicles, construction activities and school operations.
  • GRAP Stage 4 – Severe+ Air Quality: Stage 4 applies when the AQI goes above 450. It includes stronger restrictions on the movement of heavy goods vehicles and extra steps to reduce pollution and protect public health.
  • Advance Implementation Based on Forecasts: The CAQM looks at current AQI readings, expected weather conditions and pollution forecasts before activating a GRAP stage. So Stage 3 may be imposed before the citywide AQI reaches 401 if severe pollution is expected.
  • Difference Between Local and Citywide AQI: A single monitoring station recording an AQI above 400 does not automatically mean Stage 3 is active across Delhi-NCR. The CAQM considers the overall situation and officially announces the applicable restrictions.

Role of CAQM in Implementing GRAP 3 in Delhi-NCR

The Commission for Air Quality Management (CAQM) is the main authority responsible for implementing the Graded Response Action Plan in Delhi-NCR. It monitors air pollution, coordinates action among governments and decides when GRAP restrictions are introduced or withdrawn.

  • Monitoring Air Quality: CAQM reviews pollution levels using data from the Central Pollution Control Board (CPCB) and other agencies to spot worsening conditions and decide if more restrictions are needed.
  • Reviewing Weather and Pollution Forecasts: It considers forecasts from the India Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM) to judge whether air quality will improve or worsen.
  • Activating GRAP Stages: The Sub-Committee on GRAP decides when to invoke each stage based on AQI levels, pollution trends and weather conditions. It can bring in stricter measures in advance to prevent further deterioration.
  • Coordination with State Governments: CAQM works with Delhi, Haryana, Uttar Pradesh and Rajasthan, along with local authorities, to implement measures across NCR.
  • Enforcement of Restrictions: It directs departments to enforce vehicle restrictions, construction rules and dust control measures. Violations may lead to penalties under applicable laws.
  • Revision of GRAP Guidelines: CAQM approved changes such as stricter vehicle restrictions, adjusted construction measures and better monitoring of pollution sources. The revised schedule has 48 actions across four stages.

GRAP 3 Significance in Controlling Delhi-NCR Air Pollution

GRAP Stage 3 plays a key role in cutting pollution when air quality turns severe. It is a coordinated system of emergency measures that targets major pollution sources and protects public health.

  • Preventing Further Air Quality Deterioration: GRAP 3 brings in stricter pollution control measures when air quality becomes severe or is forecast to worsen. Its main aim is to stop pollution from reaching the more dangerous Stage 4 category.
  • Reducing Vehicular Pollution: Restrictions on older petrol and diesel vehicles help limit emissions of PM2.5, PM10 and nitrogen oxides, especially in areas with heavy traffic.
  • Controlling Construction and Road Dust: Limits on dust-generating construction work, along with road sweeping and water sprinkling, help reduce airborne particulate matter, a major source of pollution in Delhi-NCR.
  • Protecting Public Health: Severe pollution can raise the risk of breathing difficulties, respiratory illnesses and cardiovascular problems. GRAP 3 measures aim to cut exposure, especially for children, elderly people and those with existing health conditions.
  • Encouraging Cleaner Transportation: By restricting more polluting vehicles and promoting public transport, GRAP 3 nudges commuters towards options like metro services, CNG buses and electric vehicles.
  • Strengthening Regional Coordination: Air pollution affects the entire Delhi-NCR region and no single city can control it alone. GRAP 3 encourages cooperation among neighbouring states, pollution control agencies and local administrations.
  • Promoting Public Awareness: GRAP restrictions make people more aware of the causes and health effects of air pollution. They also encourage responsible habits such as avoiding waste burning, maintaining vehicles and reducing unnecessary travel.
  • Supporting Long-Term Pollution Control: GRAP 3 is mainly an emergency response, but it highlights the need for permanent solutions such as cleaner transport, better waste management, industrial emission control and improved urban planning.
