The Samanvaya Portal is a web-based cybercrime coordination platform launched by the Ministry of Home Affairs under I4C. It enables Law Enforcement Agencies to share cybercrime data, analyse crime patterns, map criminal networks and coordinate investigations across States and Union Territories. The portal aims to strengthen inter-State coordination and technology-driven cybercrime prevention in India.
What is Samanvaya Portal?
- Samanvaya Platform is a web-based Joint Cybercrime Investigation Facilitation System developed under the Indian Cyber Crime Coordination Centre (I4C) of the Ministry of Home Affairs.
- It was launched by Union Home Minister Amit Shah on 10 September 2024 during the first Foundation Day celebrations of I4C.
- The platform works as a centralised one-stop system for cybercrime data sharing, crime mapping, data analytics and coordination among police and Law Enforcement Agencies (LEAs) across States and Union Territories.
- Samanvaya aims to address the growing problem of inter-State and multi-jurisdictional cybercrime, where criminals, victims, bank accounts, mobile numbers and digital infrastructure may be spread across different States.
- It follows the principle of “duty to share, not need to know”, encouraging agencies to proactively share relevant information for effective investigation and prevention of cybercrime.
- The platform is part of the broader efforts of I4C to strengthen coordination between different agencies and build a more integrated cybercrime response system in India.

Samanvaya Portal Key Features and Objectives
- Centralised Data Repository: Samanvaya provides a common platform where Law Enforcement Agencies can access and share relevant cybercrime information, including details related to criminals, complaints, cases and digital footprints.
- Inter-State Crime Linkages: The platform helps investigators identify connections between cybercrime cases registered in different States and Union Territories, making it easier to detect larger criminal networks.
- Crime Mapping and Data Analytics: Samanvaya uses data analysis and geographical mapping to identify crime patterns, locations and linkages. This helps law enforcement agencies make better use of available intelligence.
- Pratibimb Module: The Pratibimb module provides a geographical representation of cybercriminals and associated crime infrastructure, helping investigating agencies identify locations and connections relevant to cybercrime cases.
- Investigation Support: The platform facilitates investigation-related assistance, including techno-legal support, particularly for cases involving complex digital technologies and specialised cybercrime techniques.
- Inter-State Coordination: It helps police forces from different States and Union Territories share information and coordinate action when a cybercrime case crosses jurisdictional boundaries.
- Joint Cybercrime Investigation: Samanvaya supports the work of Joint Cyber Coordination Teams (JCCTs) by facilitating information exchange and analysis related to cybercriminals and cases across jurisdictions.
- Breaking Information Silos: By bringing information from different agencies onto a common platform, Samanvaya reduces information gaps and helps investigators see connections that may otherwise remain hidden.
How Does the Samanvaya Portal Help in Monitoring Government Schemes?
- Samanvaya is not a general government-scheme monitoring portal. Its primary purpose is to support cybercrime investigation, data sharing, crime mapping and coordination among Law Enforcement Agencies.
- In terms of governance, the platform helps monitor and strengthen the functioning of India’s cybercrime response system by bringing relevant information together on a common platform.
- It enables authorities to track cybercrime patterns and emerging hotspots, helping law enforcement agencies understand where and how cybercrime networks are operating.
- Through data analytics and crime mapping, agencies can identify inter-State linkages and recurring patterns, which can support timely action against organised cybercrime.
- The platform also improves coordination between State/UT police forces and central agencies, allowing them to exchange information and work together on cases involving multiple jurisdictions.
- Samanvaya should be understood as a cybercrime governance and coordination platform, rather than a portal designed to monitor welfare schemes or development programmes.
Samanvaya Portal Significance for Governance in India
- Strengthens Cooperative Federalism: Cybercrime often crosses State boundaries, while policing is primarily a State responsibility. Samanvaya creates a mechanism through which State/UT agencies and central institutions can work together more effectively.
- Promotes Data-Driven Policing: By using data analytics, crime mapping and digital information, the platform encourages law enforcement agencies to move towards evidence-based and technology-driven investigation.
- Improves Inter-State Investigations: Cybercriminals can operate across several jurisdictions using multiple mobile numbers, bank accounts and digital identities. Samanvaya helps investigators connect these scattered pieces of information.
- Reduces Jurisdictional Gaps: A common coordination platform makes it easier for different police forces to share information instead of treating cybercrime cases as isolated incidents within individual jurisdictions.
- Strengthens Institutional Coordination: Samanvaya complements other I4C initiatives and contributes to a broader ecosystem for cybercrime reporting, fraud prevention, investigation and enforcement.
- Helps Identify Criminal Networks: By linking information from different cases and locations, the platform can help law enforcement agencies identify organised cybercrime networks rather than focusing only on individual incidents.
- Supports Faster and More Effective Investigation: Access to shared information, crime mapping and specialised technical assistance can help investigating officers develop a clearer picture of complex cybercrime cases.
- Promotes a Cyber-Secure India: Samanvaya strengthens India’s institutional capacity to prevent, investigate and respond to cybercrime and supports the broader objective of building a secure and resilient digital ecosystem.
