Swachhata Hi Seva Campaign 2026, Theme, Five Pillars, Significance

Swachhata Hi Seva Campaign 2026 has started across India from 17 September 2026. The campaign will continue until 17 October 2026 and focuses on making cleanliness a shared responsibility through active participation by citizens, institutions, local bodies and government agencies.

What is Swachhata Hi Seva Campaign?

Swachhata Hi Seva is an annual cleanliness campaign that brings together citizens, government institutions, local bodies, schools, youth groups and other organisations for voluntary cleanliness activities.

The campaign has been organised annually since 2017. In 2026, the focus has expanded beyond one-time cleanliness drives to include behavioural change, scientific waste management, safety and dignity of sanitation workers, youth participation and waste-to-wealth initiatives.

The campaign follows a Whole of Government and Whole of Society approach, meaning that cleanliness is treated as a collective responsibility rather than the responsibility of a single department or local authority.

Swachhata Hi Seva Campaign 2026 Theme

The theme of the campaign is: “Swachhata Mein Sahbhag; Swachh Bharat, Viksit Bharat”. The theme places Jan Bhagidari, or people’s participation, at the centre of the campaign. It seeks to encourage citizens to take ownership of cleanliness in their homes, neighbourhoods, workplaces, schools and public spaces.

Five Key Pillars of Swachhata Hi Seva 2026

Swachhata Hi Seva 2026 campaign is built around five key pillars that focus on cleanliness, public participation, youth engagement, sanitation worker welfare and waste management. Together, these pillars aim to promote sustained cleanliness through a Whole of Government and Whole of Society approach.

• Transformation of Cleanliness Target Units and Clean Public Places: Focuses on the cleaning, transformation and maintenance of neglected areas, public places and high-footfall locations.
• Swachh Paathshala – Yuva for Swachhata: Encourages students and youth to participate in cleanliness activities and develop awareness about waste management and environmental responsibility.
• Safai Mitra Suraksha Evam Samman Shivir: Focuses on the safety, health, welfare and dignity of Safai Mitras through dedicated support and awareness activities.
• Jan Bhagidari for Swachhata: Promotes citizen participation and community ownership through shramdaan, cleanliness drives and awareness campaigns.
• Swachhata Se Samriddhi: Links cleanliness with economic opportunities by promoting recycling, waste-to-wealth, resource recovery and circular economy practices.

Focus on Solid Waste Management Rules, 2026

The campaign promotes awareness of the Solid Waste Management Rules, 2026, with emphasis on source segregation, scientific waste management, stakeholder responsibilities and resource recovery.

• Four-way source segregation of waste at the point of generation.
• Clear roles and responsibilities of different stakeholders in waste management.
• Promotion of scientific collection, transportation, processing and disposal of solid waste.
• Greater focus on recycling, reuse and resource recovery.
• Encourages circular economy and waste-to-wealth practices.
• Promotes responsible participation by citizens, local bodies, institutions and waste generators.
• Focus on reducing littering, open dumping and improper waste disposal.

Swachh Bharat Diwas 2026

Swachh Bharat Diwas 2026 will be observed on 2 October 2026 as part of the Swachhata Hi Seva Campaign. The day will focus on strengthening Jan Bhagidari and creating awareness about cleanliness and responsible waste management. Special Gram Sabhas in rural areas and Council Meetings in urban areas will discuss the campaign’s progress and the Solid Waste Management Rules, 2026. Plantation activities under Ek Ped Maa Ke Naam will also be undertaken across villages and cities.
