The NIRMAN scheme aims to bridge this gap by providing a one-time grant of ₹1 lakh, which candidates can use for coaching, study materials, accommodation, travel, books, online courses, and other preparation-related expenses.

UPSC NIRMAN Scheme 2026 Eligibility
To receive financial assistance under the UPSC NIRMAN Scheme 2026, applicants must fulfill all the eligibility conditions prescribed by Coal India Limited.
- Must have qualified the UPSC Civil Services Examination (CSE) or Indian Forest Service (IFoS) Preliminary Examination 2026.
- Must be a permanent resident of one of the eligible states: Assam, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Uttar Pradesh, or West Bengal.
- Annual family income should not exceed ₹8 lakh for the financial year 2025–26.
- The applicant must not be an employee or the ward of an employee of Coal India Limited (CIL) or any of its subsidiaries.
- Permanent employees or probationers of the Central Government, State Government, Union Territory Administration, or Public Sector Undertakings (PSUs) are not eligible.
- Candidates who have already received financial assistance under the NIRMAN 2024 or NIRMAN 2025 schemes are not eligible to apply again.
Candidates Are Not Eligible for NIRMAN Scheme 2026
The following candidates are not eligible to apply for the NIRMAN Scheme 2026:
- Candidates who did not qualify the UPSC Civil Services (CSE) Preliminary Examination 2026 or Indian Forest Service (IFoS) Preliminary Examination 2026.
- Candidates who are not permanent residents of the eligible states: Assam, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Uttar Pradesh, or West Bengal.
- Applicants whose annual family income exceeds ₹8 lakh during the financial year 2025–26.
- Employees of Coal India Limited (CIL) or its subsidiaries, and wards of such employees.
- Permanent employees or probationers of the Central Government, State Governments, Union Territory Administrations, or Public Sector Undertakings (PSUs).
- Candidates who have already received financial assistance under the NIRMAN 2024 or NIRMAN 2025 schemes are not permitted to submit repeat applications.

Previous Performance of the NIRMAN Scheme
The NIRMAN Scheme has delivered promising outcomes in supporting UPSC aspirants. In NIRMAN 2024, 80 applications were received, of which 66 eligible candidates were provided financial assistance after scrutiny. Among them, 13 candidates qualified for the UPSC Personality Test (Interview), and 6 candidates secured final selection in the UPSC Civil Services Examination. Notably, all six successful candidates were women, reflecting the scheme's positive impact on women empowerment.
In NIRMAN 2025, the scheme received 40 applications, with 33 candidates qualifying for financial support after document verification. Out of these, 5 candidates reached the UPSC Personality Test, and 1 candidate achieved final selection in the UPSC Civil Services Examination.
