The JVP Committee was constituted in December 1948. It consisted of Jawaharlal Nehru, Vallabhbhai Patel, and Pattabhi Sitaramayya. The committee examined the issue of reorganisation of states on a linguistic basis

JVP Committee Recommendations

  • In its report submitted in April 1949, it rejected language as the sole basis for state reorganisation. 
  • It recommended that national unity, security, administrative convenience, and economic prosperity should receive greater importance. 
  • The committee also advised postponing the creation of new states until more pressing national issues were addressed. 
  • However, it accepted that strong public demand could eventually require state reorganisation with suitable limitations. 
  • This committee became an important milestone in the evolution of Indian federalism, state reorganisation, and linguistic reorganisation of states in India.

Later Developments

The demand for linguistic states continued after the JVP Committee's recommendations. Andhra State was created on 1 October 1953. The Government later established the States Reorganisation Commission (SRC) in December 1953. Based on its recommendations, the States Reorganisation Act, 1956 reorganised India into 14 states and 6 Union Territories, mainly on linguistic lines while also considering administrative, financial, economic, and national unity factors.
