  • Prime Minister Narendra Modi attended the All-India Conference of Directors General and Inspectors General of Police 2023 in Jaipur, Rajasthan.
  • The three-day conference was inaugurated by Home Minister Amit Shah on January 5, 2024.

  • About
    • The three-day Conference, from January 5 to 7, 2023, was held in hybrid format in Jaipur, Rajasthan.
      • About 100 invitees including DGP of States/UTs and Heads of Central Armed Police Forces and Central Police Organizations attended the Conference physically.
      • The remaining invitees participated virtually from across the country.
    • The conference is the culmination of extensive deliberations involving police and intelligence officers from the district, state and national levels on identified themes.

    • Intelligence Bureau at the Rajasthan International Centre in Jhalana.
  • Outcomes
    • Best practices from States and Union Territories was presented at the Conference so that they can learn from each other.
    • The Conference deliberated on critical components of national security, including:
      • newly enacted major criminal laws,
      • counter terrorism strategies,
      • left wing extremism,
      • emerging cyber threats,
      • worldwide counter radicalisation initiatives etc.
    • Off late, the Conference has started discussions on futuristic themes in policing and security.
      • This is to ensure not only safety in the present times, but also to develop capability to meet emerging issues and challenges.

News Summary: Key highlights of the speech delivered by PM Modi

  • Spirit behind the new criminal laws
    • New criminal laws were framed with the spirit of ‘Citizen First, Dignity First and Justice First’
    • Instead of working with ‘danda’, Police now needs to work with ‘Data’.
  • Women and girls need to be sensitised about their rights
    • He laid special focus on sensitising women and girls about their rights and protection provided to them under the new Criminal Laws.
    • He exhorted Police to focus on women safety by ensuring that women could work fearlessly ‘kabhibhi aur kahinbhi’ (anywhere anytime).
  • Underscored the need to reinforce the positive image of the police in citizens
    • He advised the use of social media at the Police Station level for disseminating positive information and messages for the benefit of citizens.
    • He suggested using social media for disseminating advance information on natural calamities and disaster relief.
    • He also suggested organising various sports events as a way to strengthen citizen-police connect.
  • Urged the government officials to stay in border villages
    • To establish better ‘connect’ with local populace as these border villages were the ‘first villages’ of India.
  • India is emerging as a major power in the world
    • PM highlighted the success of India’s first solar mission – Aditya-L1 and the swift rescue of 21 crew members from the hijacked vessel in Arabian sea by the Indian Navy.
    • In this context, he said that such achievements show that India is emerging as a major power in the world.
      • He said that Aditya-L1 success is similar to the success of Chandrayaan-3 mission.
    • He added that in line with the improving global profile and increasing national strength of the country, the Indian police should transform itself into a modern and world class police force to realise the vision of a developed India by 2047.

Aditya-L1 is a satellite designed to study the Sun. The name Aditya comes from Sanskrit and means “Sun”. L1 refers to Lagrange Point 1, which is a point in the Sun-Earth system that is about 1.5 million kilometers from Earth.
