The Teesta River Dispute concerns the sharing and management of Teesta waters between India and Bangladesh. The Teesta, also known as Tista, is a 414 km long river. It originates in Sikkim, flows through West Bengal and enters Bangladesh before joining the Brahmaputra (Jamuna) River. 

The dispute is mainly about dry season water availability. It also involves irrigation, livelihoods, river management, federal concerns and India-Bangladesh relations. The issue has remained unresolved despite decades of negotiations.

In August 2026, Bangladesh renewed its focus on the Teesta River Dispute while stressing that the dispute should not damage friendly ties with India. Bangladesh is also pursuing the Teesta River Comprehensive Management and Restoration Project with Chinese technical support. India has stated that it will consider all related developments in its overall approach to the issue.

Teesta River Dispute Background

The history of the Teesta River Dispute dates to the 1947 Partition and has evolved through bilateral negotiations, temporary sharing arrangements and repeated attempts at a permanent agreement.

  • 1947 Partition: The Boundary Commission divided the Teesta catchment between India and East Pakistan. This created the geographical basis for the later India-East Pakistan water sharing issue.
  • 1971-1972: After Bangladesh became independent in 1971, water sharing discussions gained importance. India and Bangladesh established the Joint Rivers Commission in 1972 to address common river water issues.
  • 1983 Ad Hoc Arrangement: India and Bangladesh agreed to a temporary Teesta sharing formula. India received 39%, Bangladesh received 36% and the remaining 25% was left unallocated.
  • 1984 Hydrological Revision: Based on hydrological data, the Joint Rivers Commission proposed 42.5% for India and 37.5% for Bangladesh. The remaining 20% was kept unallocated.
  • 1998 Teesta Barrage: Bangladesh began its Teesta Barrage irrigation project in 1998. The project enabled cultivation across three cropping seasons and increased Bangladesh’s dependence on Teesta water.
  • 2011 Interim Deal: A proposed 15 year agreement allocated 42.5% of Teesta water to India and 37.5% to Bangladesh. Opposition from West Bengal prevented the agreement from being signed.
  • 2021-2024: The issue remained unresolved despite discussions during Bangladesh Prime Minister Sheikh Hasina’s December 2021 India visit. India also offered technical and conservation assistance for the Teesta basin in 2024.
  • 2026 Developments: Bangladesh renewed efforts to address the Teesta issue and pursued the Teesta River Comprehensive Management and Restoration Project with China. 
  • Dry Season Demand: Bangladesh seeks about 50% of Teesta water during December to May because river flow falls sharply during this period.
  • Federal Concern: Although Article 253 gives the Union Government power to enter international agreements, the interests and concerns of riparian states remain important in transboundary river decisions.

Teesta River

The Teesta River is a major Himalayan river shared by India and Bangladesh. Its geography, seasonal flow, tributaries and infrastructure make it important for water, agriculture, power and tourism.

  • Origin: The Teesta originates in the eastern Himalayas of Sikkim. Tso Lhamo Lake is widely identified as its source, while glacier fed streams also contribute to its upper reaches.
  • Course: The river flows south through Sikkim and then forms part of the Sikkim-West Bengal boundary. It enters the plains near Sevoke before flowing into Bangladesh.
  • States Covered: In India, the Teesta flows through Sikkim and West Bengal. It then enters Bangladesh and ultimately joins the Brahmaputra, locally known as the Jamuna.
  • Length: The Teesta is about 414 km long. Approximately 151 km lies in Sikkim, 142 km forms the Sikkim-West Bengal stretch and 121 km lies within Bangladesh.
  • River System: The Teesta is a major tributary of the Brahmaputra River System. In Bangladesh, it joins the Jamuna before the combined river system eventually reaches the Bay of Bengal.
  • Flow Pattern: Teesta has a strongly seasonal flow. Snow and glacier melt and monsoon rainfall increase discharge during June to September, while the lean season creates severe downstream water shortages.
  • Major Tributaries: Important tributaries include the Rangit, Rangpo, Raman, Rangli, Lachun Chu and Lachung Chu. Lachun Chu and Lachung Chu meet at Chungthang before the river takes the name Teesta.
  • Basin: The Teesta basin extends across Sikkim, West Bengal and Bangladesh. A large share of the basin lies in India, while its lower section extends into northwest Bangladesh.
  • Infrastructure: The Teesta valley has bridges, roads, irrigation canals, hydropower facilities and flood management structures. The West Bengal Teesta Barrage system includes extensive canals, regulators, bridges and drainage structures.
  • Strategic Importance: The Teesta is important for India’s eastern Himalayan region because it connects water, agriculture, hydropower, border region development and India-Bangladesh Relations.

Teesta River Project

The Teesta River Comprehensive Management and Restoration Project seeks to address flooding, erosion, water shortages and river management challenges in northern Bangladesh.

  • Project Components: The proposal includes dredging 140 million cubic metres of sediment, reclaiming 171 sq. km of land, repairing 110 km of embankments and constructing 124 km of new embankments.
  • Connectivity Infrastructure: The project also proposes a 224 km road network and 82 jetty facilities to improve transport and support economic activity along the river.
  • China-Bangladesh Cooperation: In June 2026, Bangladesh and China agreed to strengthen cooperation on Teesta management, including technical assistance and feasibility work.
  • India’s Concern: Chinese involvement adds a strategic dimension because the Teesta region is close to the Siliguri Corridor, which connects mainland India with the Northeast.

  • Irrigation: The Teesta system supports irrigation in North Bengal, where nearly half a dozen districts depend on its waters for agricultural activities. 
  • Teesta Barrage Project: The Teesta Barrage Project in West Bengal is designed to create irrigation potential of 9.22 lakh hectares across six northern districts. It also supports canal based hydropower generation.
  • Hydropower: Major projects include Teesta V with 510 MW, Teesta III with 1,200 MW, Teesta Low Dam III with 132 MW and Teesta Low Dam IV with 160 MW.
  • Sikkim Economy: Several hydropower projects are located in the upper Teesta catchment and its tributaries, making river flows important for electricity generation.
  • West Bengal Concerns: West Bengal argues that excessive water allocation during lean months could affect irrigation, agriculture and water availability in North Bengal.
  • Bangladesh Agriculture: The Teesta floodplain covers about 14% of Bangladesh’s total cropped area and provides direct livelihood opportunities to approximately 73% of its population, according to the 2013 Asia Foundation report.
