IGOT Karmayogi, Features, Objectives and Mission Karmayogi

iGOT Karmayogi is a digital learning platform designed to support the continuous capacity building of government officials in India. Launched in 2022 under Mission Karmayogi, it provides access to online courses, learning resources, assessments and other training opportunities, helping civil servants develop the knowledge, skills and competencies needed for effective and citizen-centric governance.

What is iGOT Karmayogi?

iGOT Karmayogi (Integrated Government Online Training Karmayogi) is the digital learning platform developed as a core component of the National Programme for Civil Services Capacity Building (NPCSCB) – Mission Karmayogi. It provides government officials with continuous opportunities to develop the knowledge, skills and behavioural competencies required for effective public service delivery.

• The platform supports anytime, anywhere and any-device learning, allowing government officials to access training and learning resources according to their roles and requirements.
• iGOT Karmayogi brings together self-paced courses, assessments, discussions, learning resources and other capacity-building activities on a common digital platform.
• The platform follows a competency-driven and role-based approach, moving away from a purely rule-based training system. The focus is on developing the competencies required for performing specific roles effectively.
• Karmayogi Bharat is the Special Purpose Vehicle (SPV) responsible for owning, managing and maintaining the iGOT Karmayogi platform and related digital assets on behalf of the Government.
• Karmayogi Bharat was incorporated on 31 January 2022 under Section 8 of the Companies Act, 2013, as a 100% Government-owned, not-for-profit company. It began functioning in July 2022.
• The platform has expanded significantly. As of July 2026, more than 1.70 crore users had been registered, with over 5,600 courses available in 23 languages.

Key Features of iGOT Karmayogi Platform

iGOT Karmayogi is designed as an integrated digital ecosystem rather than simply an online repository of training courses. Its major features include:

• Digital learning platform: It provides government employees with access to courses covering domain, functional and behavioural competencies, helping them improve skills relevant to their responsibilities.
• Role-based learning: Learning is increasingly linked to the specific roles, responsibilities and competencies required by government officials, supporting the broader shift from rule-based to role-based capacity building.
• Multilingual learning: The platform provides courses in multiple Indian languages, making capacity-building opportunities more accessible to officials across different regions. As of July 2026, courses were available in 23 languages.
• Continuous learning: iGOT promotes the idea of lifelong learning, allowing officials to continuously upgrade their professional, functional and behavioural competencies rather than depending only on periodic classroom training.
• Assessments and certifications: The platform supports assessments and course completion certificates, helping track participation and learning outcomes. Karmayogi Bharat has also been recognised by NCVET as a Dual Awarding Body, enabling the platform to offer approved qualifications in selected areas.
• Learning analytics and monitoring: Data generated through the platform can be used to understand learning participation and outcomes and support monitoring through defined Key Performance Indicators (KPIs).
• AI-enabled learning: The platform has introduced tools such as iGOT AI Tutor, iGOT AI Sarthi and the AI-CBP Tool to support personalised learning, competency mapping and course recommendations.
• Wide course ecosystem: Courses are contributed by government ministries and departments, training institutions, academic institutions and other knowledge partners, creating a diverse learning ecosystem.
• Assessment and feedback: iGOT also allows learners to provide feedback and ratings on courses, helping improve the quality and relevance of learning content.

Objectives and Significance of iGOT Karmayogi

The main objective of iGOT Karmayogi is to strengthen the capabilities of government officials and create a professional, responsive and future-ready civil service.

• Developing competencies: The platform focuses on building the right combination of Attitude, Skills and Knowledge (ASK) so that officials can perform their roles more effectively.
• Promoting citizen-centric governance: Better-trained officials can respond more effectively to changing governance requirements and contribute to improved public service delivery.
• Supporting professional growth: Continuous learning enables officials to strengthen their functional, domain and behavioural competencies throughout their careers.
• Reducing dependence on conventional training: Digital learning makes it possible to provide training to a large number of officials without depending entirely on physical training programmes, helping improve accessibility and potentially reduce training costs.
• Creating a common learning ecosystem: iGOT provides a common digital platform through which different ministries, departments and government organisations can provide and access capacity-building resources.
• Breaking departmental silos: The platform encourages knowledge sharing and learning across government organisations, supporting greater collaboration rather than isolated departmental training.
• Linking learning with performance: Mission Karmayogi seeks to connect competency development and learning with organisational objectives and performance assessment. From the 2025–26 reporting year, completion of prescribed mandatory courses and assessments on iGOT is being captured in the Annual Performance Appraisal Reports (APARs) of Central Government employees and All India Services officers.
• Preparing officials for emerging challenges: Courses increasingly cover areas such as Artificial Intelligence, digital transformation, cybersecurity and other emerging technologies, helping officials adapt to changing requirements of governance.
• Supporting Viksit Bharat: By strengthening the capabilities of public officials, iGOT Karmayogi contributes to the broader objective of building an efficient and citizen-centric administration aligned with the vision of Viksit Bharat@2047.

iGOT Karmayogi and Mission Karmayogi

Mission Karmayogi, formally known as the National Programme for Civil Services Capacity Building (NPCSCB), was approved by the Government in September 2020. It seeks to transform civil service capacity building by moving from a rule-based approach to a role-based and competency-driven approach.

• iGOT Karmayogi is the digital backbone of Mission Karmayogi, providing the technological platform through which large-scale capacity-building and learning activities can be delivered.
• Mission Karmayogi focuses on developing civil servants who have the appropriate Attitude, Skills and Knowledge (ASK) to perform their roles effectively.
• One of its important principles is the 70-20-10 model: around 70% of learning through on-the-job experience, 20% through interaction and learning from others, and 10% through formal training.
• The mission seeks to connect individual learning goals with organisational objectives and career development, thereby making capacity building more relevant to actual job requirements.
• It also promotes continuous and lifelong learning, rather than treating training as a one-time activity during an officer’s career.
• The institutional framework includes the Capacity Building Commission (CBC) and Karmayogi Bharat, with Karmayogi Bharat serving as the custodian and manager of the iGOT digital platform.
• Mission Karmayogi covers government employees across ministries, departments and organisations, while State and Union Territory governments are also being brought into the framework through systematic implementation arrangements. By August 2026, all Union Government Ministries/Departments and all States and Union Territories had been onboarded on iGOT, according to the Government.
• Thus, Mission Karmayogi provides the overall framework and objectives, while iGOT Karmayogi provides the digital learning infrastructure for implementing these capacity-building goals at scale.
