The Ministry of Home Affairs has issued a notification instructing states to conduct mock drills to Evaluate Civil Defence Preparedness on 7th May 2025. The central government has given the advisory to many states including Delhi to conduct the thorough mock drills in order to assess and improve the civil defence readiness in wake of the Pahalgam Terror Attack that took place on 22nd April 2025 in Jammu and Kashmir. These Mock Drills will help in evaluating the strengths, weaknesses and gaps in the current civil defence preparedness.

War Mock Drill Aim
The War Mock Drills will be conducted in various states all over India on 7th May 2025, penetrating even the village level, in order to assess the coordination and readiness of civil defence forces, involving volunteers, officials, students, NCC, NSS and NYKS. The goal is to test the efficiency and preparedness of India’s current defence mechanisms at state and local levels. The War drill will include measuring the response capacity of different agencies, coordination and readiness of people under various types of emergencies.

7th May Mock Drill in India Objectives
According to the guidelines issued by Ministry of Home Affairs, the objectives of the war mock drill are as follows:
- Evaluate the effectiveness of the air raid warning system
- Implement and test hotline and radio communication with the Indian Air Force
- Assess the functioning of control rooms and shadow control rooms
- Train civilians and students in basic civil defence measures
- Deploy immediate crash blackout procedures
- Ensure early camouflage for critical infrastructure and installations
- Confirm the alertness and response of civil defence services including firefighting and rescue teams
- Test the effectiveness of blackout measures
- Evaluate the readiness and execution of evacuation plans
Civil Defence Mock Drill
Civil Defence Mock Drill is a mass preparedness exercise conducted with the goal to assess and improve the ways that the civilians and the government agencies respond to emergency circumstances, especially the ones that take place during a hostile attack or catastrophic disaster. The mock drill is conducted for the purpose of reducing panic, increasing readiness and maintaining a sense of safety of both lives and property.
War Mock Drill Participating Agencies
The agencies participating in the War Mock Drill to be conducted on 7th May are:
- State Disaster Management Authorities (SDMAs)
- District Disaster Management Authorities (DDMAs)
- Volunteers and groups of Civil Defence
- Firefighting and rescue services
- Police forces
- Departments of health and hospitals
- Transportation departments
- Local administrations and municipalities
- National Disaster Response Force (NDRF)
7th May War Mock Drill Districts List
The Government of India has announced a nationwide civil defence mock drill to be conducted on Wednesday, May 7, across 244 districts. This initiative follows heightened tensions between India and Pakistan in the wake of the April 22 terror attack in Pahalgam, which claimed 26 lives.
According to the Ministry of Home Affairs, the drill aims to assess the country’s emergency preparedness, particularly in light of the current geopolitical climate. The exercise will be carried out in several states, including Uttar Pradesh, Odisha, West Bengal, and strategically significant border states such as Jammu & Kashmir, Punjab, Rajasthan, Himachal Pradesh, and Gujarat.
