  2. Sarkaria Commission: Governors should embody political neutrality and high integrity. It emphasises the need for consultation with the state Chief Minister before appointments.
    b. Shamsher Singh (1974): Governor is ordinarily a constitutional head, not an independent executive.
  3. Punchhi Commission (2010): It urged a fixed tenure for Governors to insulate them from political pressures. It also advised restricting discretion and advocated for clear guidelines for Bill reservation.
  4. National Commission to Review the Working of the Constitution (NCRWC): It suggested that Articles 200 and 201 be amended to set a time limit for the Governor’s decision on Bills.
  5. Administrative Reforms Commission (1968): Recommended that the report of the governor regarding the president's rule has to be objective, and also the governor should exercise his own judgement in this regard.

The Governor's office embodies the tension between constitutional guardianship and democratic mandate. Its legitimacy depends on using discretion as a constitutional safety valve - not a political brake - thereby preserving both federal balance and parliamentary government.
