  1. 1. 1, 2 and 3
  2. 2. 1 and 2 only
  3. 3. 2 and 3 only
  4. 4. 1 and 3 only

Answer (Detailed Solution Below)

Option 3: 2 and 3 only

Detailed Solution

Explanation:

  • The Constitution (One Hundred and Sixth Amendment) Act, 2023 (also known as, ‘Nari Shakti Vandan Adhiniyam’) was passed in Parliament recently. It seeks to reserve one-third of the total number of seats in Lok Sabha and state legislative assemblies for women.

  • Key features of the Bill:
    • Reservation for women: It reserves, as nearly as may be, one-third of all seats for women in Lok Sabha, state legislative assemblies, and the Legislative Assembly of the National Capital Territory of Delhi.  This will also apply to the seats reserved for SCs and STs in Lok Sabha and states legislatures.

    • Commencement of reservation: The reservation will be effective after the census conducted after the commencement of this Act has been published. Based on the census, delimitation will be undertaken to reserve seats for women. The reservation will be provided for a period of 15 years. However, it shall continue till such date as determined by a law made by Parliament. So, statement 1 is not correct and statement 2 is correct.

    • Rotation of seats: Seats reserved for women will be rotated after each delimitation, as determined by a law made by Parliament.
    • It provides for the reservation of seats for Scheduled Castes/Scheduled Tribes Women within the quota reserved for Scheduled Castes/Scheduled Tribes respectively. So, statement 3 is correct.

Therefore, option (3) is the correct answer.
