The Ministry of Personnel, Public Grievances and Pensions officially released the UPSC Cadre Allocation 2024-25 on 7th December 2025. This is for candidates who qualified for the Indian Administrative Service (IAS) through the UPSC Civil Services Examination 2024. Candidates can now check their allotted cadre and detailed service allocations. The official PDF is available on cseplus.dopt.gov.in.
According to the UPSC CSE 2024 service allocation, Shakti Dubey, who secured AIR 1, has been allotted her home state of Uttar Pradesh as her cadre. Harshita Goyal, with AIR 2 from Haryana, has been assigned the Gujarat cadre.

The UPSC Cadre Allocation 2024–25 PDF has been officially released by the Department of Personnel and Training (DoPT) on its dedicated portal cseplus.dopt.gov.in. The PDF contains the final cadre allotment details of IAS officers selected through CSE 2024, including home state, allotted cadre, and insider–outsider status. This document is issued after applying the 2017 Zone-based Cadre Allocation Policy.

The UPSC Cadre Allocation 2024-25 PDF can be downloaded from the official DoPT CSE Plus portal, where cadre details of IAS officers selected through CSE 2024 are published.
Step 1: Visit the official website: https://cseplus.dopt.gov.in/

Step 3: Open the IAS Cadre Allocation 2024-25 PDF.

UPSC Cadre Allocation Policy - Five Zones
The UPSC Cadre Allocation Policy - Five Zones, introduced in 2017, divides all state and joint cadres of the All India Services into five geographical zones. Candidates are required to rank these zones and choose cadre preferences within each zone during the allocation process.

Insider-Outsider Ratio
- Each state cadre follows a 2:1 Outsider–Insider ratio to ensure balanced administration.
- Only one-third (33.3%) of officers in a cadre can be Insiders (from the same home state).
- The remaining two-thirds (66.7%) are allotted as Outsiders from other states.
- Insider allotment is considered only if the candidate ranks their home-state zone as first preference.
- This rule promotes national integration, neutrality, and wider administrative exposure.
Factors Influencing UPSC Cadre Allocation
The factors which influence the UPSC Cadre Allocation have been highlighted below. A candidate should be aware of these factors before filing their cadre preference.
- Merit: Higher-ranking candidates in the UPSC CSE have a better chance of getting their preferred cadres, as allocation is primarily based on rank in the final merit list.
- Preference: Candidates submit a list of preferred cadres during the allocation process, and these choices are considered while assigning their service postings.
- Vacancy and Reservation: The number of available positions in each cadre, along with state-wise reservation policies and home-state quotas, affects the final allocation of candidates.
