IMF Warns Super El Niño Risks to Indian Economy by highlighting the possible impact of extreme weather conditions on agricultural production, food prices and rural demand. A strong El Niño can disturb India’s monsoon patterns, affecting livelihoods and economic activity. Understanding this phenomenon is important to examine the relationship between climate variability, food security, inflation and India’s overall economic growth.

IMF Warns Super El Niño Risks to Indian Economy

The International Monetary Fund (IMF) has identified Super El Niño as a potential downside risk to India’s economic outlook. According to IMF Communications Director Julie Kozack, reduced agricultural output and rising food inflation could weaken household purchasing power. However, these risks have not materialised yet. The IMF plans to review India’s growth projections in its January World Economic Outlook (WEO) update.

IMF Super El Niño Warning Highlights

The IMF‘s warning for Super El Niño Risks to Indian Economy highlights possible economic vulnerabilities arising from extreme weather conditions, particularly their effects on rural livelihoods, Agriculture and domestic consumption.

  • Agricultural Production: Unfavourable weather conditions associated with El Niño could reduce Crop yields, affecting agricultural output and economic activity, particularly in rural regions.
  • Food Inflation: Lower agricultural production may create supply shortages, increasing food prices and putting additional pressure on household expenditure.
  • Household Purchasing Power: Higher food costs can reduce the real purchasing power of households, particularly those with limited incomes and a larger share of expenditure on food.
  • Economic Growth Projections: The IMF has projected India’s growth at 7% for FY27 and FY28, revising its earlier estimates of 6.4% and 6.7%, respectively.
  • Growth Assessment: Strong domestic demand and services sector performance currently support India’s economic momentum despite emerging weather related uncertainties.
  • January Review: The IMF will reconsider India’s growth estimates in its January WEO update depending on whether the potential effects of Super El Niño become evident.

What is Super El Niño?

Super El Niño refers to an exceptionally strong warming of the tropical Pacific Ocean that can significantly influence atmospheric circulation, rainfall distribution and global weather conditions.

  • El Niño: It is the warm phase of the El Niño Southern Oscillation (ENSO), characterised by abnormal warming of surface waters in the central and eastern equatorial Pacific Ocean. It generally occurs every 2-7 years.
  • Temperature Threshold: El Niño is identified when sea surface temperatures in the Niño 3.4 region remain at least 0.5°C above normal for five consecutive overlapping three month periods.
  • Super El Niño: This informal term describes an exceptionally intense event when Niño 3.4 sea surface temperature anomalies reach or exceed +2°C above average.
  • Formation Mechanism: Weakened or reversed easterly trade winds push warm ocean water towards South America’s western coast, reducing the upwelling of cold water and changing atmospheric circulation.
  • La Niña: It represents the cold phase of ENSO, involving unusually cool sea surface temperatures in the central and eastern equatorial Pacific. Its climatic effects are generally opposite to El Niño.
  • Historical Events: The 1876-78 event contributed to the Great Madras Famine, while the 2015-16 episode brought Southwest Monsoon drought conditions alongside severe Chennai flooding in December 2015.

Impacts of Super El Niño on India

Super El Niño can influence India’s regional climate differently, affecting monsoon rainfall, agricultural productivity, water availability and disaster vulnerability.

  • Southwest Monsoon: El Niño generally weakens the Southwest Monsoon by shifting the Walker Circulation towards the Pacific, potentially reducing rainfall across several parts of India.
  • Agriculture and Crop Production: Reduced monsoon rainfall can affect rain fed farming, soil moisture and irrigation availability, lowering agricultural productivity and increasing the vulnerability of farmers.
  • Food Security: Declining Crop production may disturb food supply, increase market prices and create additional challenges for food availability and affordability.
  • Impact on Tamil Nadu: Unlike much of India, Tamil Nadu receives around 48-50% of its annual rainfall from the Northeast Monsoon. Strong El Niño conditions can sometimes intensify rainfall during October-December.
  • Flooding and Cyclones: Warmer Bay of Bengal waters can provide additional moisture and energy to developing weather systems, increasing the possibility of intense rainfall, cyclones and coastal flooding as seen in recent times.
  • Indian Ocean Dipole (IOD): A Positive IOD can support Indian monsoon rainfall and partly offset El Niño related weakness, whereas a Negative IOD can further aggravate rainfall deficiency.
  • Madden-Julian Oscillation (MJO): This eastward moving system of tropical clouds and rainfall can temporarily enhance precipitation over the Indian Ocean, influencing monsoon activity even during El Niño conditions.
  • Regional Climate Variations: El Niño Modoki, characterised by central Pacific warming, can produce different regional weather responses, influencing cyclone patterns over the Arabian Sea and Bay of Bengal.
