The National Clean Air Programme (NCAP) was launched in 2019 by the Ministry of Environment, Forest and Climate Change to improve air quality in over 100 cities.   • Inadequate Source-Based Planning: Limited source-apportionment studies constrain targeted interventions. Only 90 of 130 NCAP cities have completed source-apportionment studies, leaving around 40 cities without scientific identification of major pollution sources.
  • Regional and Transboundary Pollution: City-level measures are insufficient when pollution crosses administrative boundaries. In the IGP, 60 of 61 cities with adequate PM10 data exceeded NAAQS, while all 14 NCR cities exceeded the standard.
  • Sectoral and Funding Imbalance: Pollution-control spending is concentrated on road dust, while other sources receive limited attention. 68% of expenditure goes to road-dust management, compared with 14% for transport and 12% for waste management and biomass burning; industry and domestic fuel use each receive less than 1%.
  • Implementation and Fund-Utilisation Gaps: Financial allocation has not fully translated into implementation. Of ₹13,036.52 crore provided to NCAP cities, only 74% has been utilised, indicating gaps in execution and institutional capacity.

  • Strengthen Source-Based Action: Pollution-control measures should be aligned with source-apportionment studies, ensuring that interventions target the dominant local emission sources rather than relying disproportionately on road-dust control.
  • Adopt an Airshed Approach: Pollution crossing city and state boundaries requires regional airshed-based planning, particularly across the Indo-Gangetic Plain and NCR, with coordinated action among states and urban authorities.
