The IPCC, or the Intergovernmental Panel on Climate Change, is the United Nations body responsible for assessing the scientific evidence on climate change, its impacts, risks, adaptation and mitigation options. IPCC was established in 1988 by the World Meteorological Organisation and the United Nations Environment Programme. It provides governments with authoritative assessments based on existing scientific literature rather than conducting original research.
IPCC reports are policy-relevant but not policy-prescriptive, enabling policymakers to make informed decisions based on the best available evidence. Globally, it plays a central role in shaping global climate governance, including the scientific basis of the Paris Agreement and Global Stocktake. Its Sixth Assessment Report highlighted that climate risks are escalating while the pace and scale of climate action remain insufficient.
IPCC Overview
The Intergovernmental Panel on Climate Change (IPCC) is the UN body for assessing the science related to climate change. It synthesises existing scientific evidence and provides policy-relevant, but not policy-prescriptive, assessments to governments.
- Establishment: Established in 1988 by WMO and UNEP and endorsed by the UN General Assembly; it currently has 195 member governments.
- Mandate: Provides regular assessments of climate science, impacts, future risks, adaptation and mitigation options, serving as a key scientific input to global climate governance.
- Nature of Work: The IPCC does not conduct original research or independently monitor climate data; it assesses and synthesises existing scientific literature, particularly peer-reviewed research.
- Policy Character: Its reports are “policy-relevant but not policy-prescriptive", meaning they present scientific evidence and policy options without prescribing a particular course of government action.
- Assessment & Approval: Reports undergo multiple rounds of expert and government review, while member governments approve the Summary for Policymakers (SPM) line by line by consensus.
- Structure: The IPCC functions through the Panel → Bureau → three Working Groups and the Task Force on National GHG Inventories (TFI), supported by Technical Support Units.
- Working Group I (WG I) – The Physical Science Basis: It assesses the physical scientific basis of the climate system and climate change, including observed changes, causes and future climate projections.
- Working Group II (WG II) – Impacts, Adaptation and Vulnerability: It assesses the impacts of climate change and the vulnerability of human and natural systems, along with options for adaptation and resilience.
- Working Group III (WG III) – Mitigation of Climate Change: It assesses options for limiting greenhouse gas emissions and mitigating climate change, including technological, economic and policy measures.
- Task Force on National Greenhouse Gas Inventories (TFI): It develops and refines methodologies for estimating and reporting national greenhouse gas emissions and removals and operates with a separate 12-member Bureau.
- Recognition: It received the 2007 Nobel Peace Prize jointly with Al Gore.
IPCC Assessment Reports
The IPCC periodically produces Assessment Reports (ARs) that synthesise the latest scientific evidence on climate change. These reports form a major scientific basis for international climate negotiations and national climate policies.
- First Assessment Report (1990): Established the early scientific basis for understanding human-induced climate change and assessed its scientific evidence, impacts and possible response strategies.
- Second Assessment Report (1995): Strengthened understanding of climate change and assessed science, impacts, adaptation, mitigation and socioeconomic dimensions; contributed to the evolving international climate regime.
- Third Assessment Report (2001): Provided comprehensive assessment of the scientific basis, impacts, vulnerability, adaptation and mitigation of climate change.
- Fourth Assessment Report (2007): Strengthened the scientific evidence on human influence on climate change and assessed physical science, impacts, adaptation and mitigation; the IPCC subsequently shared the Nobel Prize for Peace in 2007 with Al Gore.
- Fifth Assessment Report (2013–14): Comprised assessments by all three Working Groups and a Synthesis Report; provided an important scientific foundation for the Paris Agreement (2015).
- Sixth Assessment Report (2021–23): Concluded that climate change is unequivocally caused by human activities and that climate risks are increasing with every increment of warming.
- Its Synthesis Report highlighted that the pace and scale of climate action remain insufficient and informed the first Global Stocktake under the Paris Agreement.
- Seventh Assessment Report (ongoing): Began in 2023 and is expected to culminate in a Synthesis Report around 2029. It includes the three Working Group assessments along with a Special Report on Climate Change and Cities and new methodology reports, with greater emphasis on actionable climate knowledge and regional relevance.
IPCC Sixth Assessment Report
The Sixth Assessment Report (AR6) is particularly important because it provides the latest completed comprehensive assessment of climate change.
- Human influence: Human activities have unequivocally caused global warming, with global surface temperature reaching about 1.1°C above 1850–1900 levels during 2011–2020.
- Increasing impacts: Climate change is already causing widespread and increasingly severe impacts on ecosystems, human societies, food and water security.
- Every increment matters: Every additional increase in global warming leads to more intense and frequent climate hazards.
- Compound risks: Multiple climate hazards can occur simultaneously, creating cascading and compound risks.
- Adaptation limits: Adaptation can reduce climate risks, but limits to adaptation are already being reached in some ecosystems and vulnerable communities.
- Mitigation urgency: Limiting warming requires deep, rapid and sustained reductions in greenhouse gas emissions; reaching net zero CO₂ emissions is essential for stabilising warming.
- Climate justice: Those who have contributed least to climate change are often among the most vulnerable to its impacts, highlighting the importance of equity and climate-resilient development.
- Transformative action: Climate-resilient development requires integrating adaptation, mitigation, sustainable development and social equity rather than treating climate policy separately.
IPCC Role in Climate Change
The Intergovernmental Panel on Climate Change (IPCC) acts as the key scientific interface between climate research and international climate policy. It assesses existing scientific evidence and provides governments with a common knowledge base for climate negotiations and policymaking.
- Scientific input to the UNFCCC process: The IPCC's Assessment Reports provide a major scientific basis for UNFCCC negotiations.
- At COP 30 (held in Belém, Brazil, in November 2025), the IPCC played a foundational role as the primary scientific advisor to the UNFCCC, translating the latest climate data into actionable policy frameworks
- AR5 informed the scientific context of the Paris Agreement (2015), while AR6 contributed substantially to the First Global Stocktake at COP28 (2023).
- Temperature and carbon-budget framing: The 2018 Special Report on Global Warming of 1.5°C strengthened the scientific basis for the Paris Agreement's goal of keeping warming well below 2°C while pursuing efforts to limit it to 1.5°C and informed discussions on emissions pathways and net-zero transitions.
- Standard-setting for national GHG accounting: The IPCC's Task Force on National Greenhouse Gas Inventories (TFI) develops internationally recognised methodologies and guidelines that countries use to estimate, compile and report national greenhouse gas emissions and removals.
- Building global scientific consensus: The IPCC synthesises and assesses peer-reviewed scientific literature through an intergovernmental review process, enabling governments to consider a common, evidence-based assessment of climate risks while retaining authority over policy choices.
- Climate, peace and security linkage: The 2007 Nobel Peace Prize jointly awarded to the IPCC and Al Gore highlighted the broader implications of climate change, including potential links with resource pressures, displacement and human security.
- India's engagement: Indian scientists and institutions contribute to IPCC assessment cycles as lead authors, coordinating lead authors and review editors. R. K. Pachauri, associated with TERI, served as IPCC Chair from 2002 to 2015, covering the AR4 and AR5 periods, while the MoEFCC serves as India's nodal ministry for engagement with the IPCC.
IPCC Challenges
The IPCC faces growing institutional and operational pressures as the demand for timely, credible and globally representative climate assessments increases. Its major challenges relate to funding, political participation, assessment timelines, scientific complexity and representation of developing countries.
- Funding crisis: The IPCC faces financial uncertainty due to declining government contributions, threatening the timely completion of AR7 and potentially requiring measures such as reduced travel, virtual meetings and lower publication costs.
- US withdrawal and reduced participation: The US withdrawal from the IPCC in 2026 has affected both its financial support and participation, creating additional pressure on the organisation's resources and global scientific engagement.
- Timeline pressure for AR7: Aligning relevant AR7 outputs with the Second Global Stocktake (2026–28) while completing the full assessment cycle by late 2029 remains a major challenge.
- Consensus-based approval: The word-by-word approval of Summaries for Policymakers by governments strengthens ownership and legitimacy but can make the process lengthy and may result in cautious wording on politically sensitive findings.
- Developing-country participation: Financial and institutional constraints can limit the effective participation of scientists from developing countries, affecting geographical representation and the incorporation of regional and local expertise.
- Maintaining scientific credibility: While the IPCC remains the world’s most authoritative body on climate science, its unique structure - bridging rigorous science with global politics - creates inherent friction
IPCC Way Forward
The IPCC's credibility depends on maintaining scientific independence, timely assessments, adequate financing and broad global participation. Strengthening its institutional capacity is essential to ensure that climate science remains useful for rapidly evolving global climate policy.
- Diversify & strengthen funding: Reduce dependence on a few major contributors by expanding contributions from a wider range of governments and exploring philanthropic and other supplementary funding, while maintaining scientific independence.
- Ensure continuity after US withdrawal: Preserve scientific continuity by facilitating participation of US-based scientists as individual experts and strengthening cooperation among remaining member governments.
- Ensure timely AR7 delivery: Deliver relevant interim AR7 products in time to inform the Second Global Stocktake, while maintaining the full AR7 Synthesis Report timeline for late 2029.
- Strengthen transparency & consensus process: Improve transparency in the preparation and approval of Summaries for Policymakers (SPMs) while protecting the integrity and independence of scientific findings.
- Build resilient scientific infrastructure: Diversify international climate-modelling and data infrastructure so that critical systems such as CMIP are not excessively dependent on any single country's funding or institutions.
- Improve Global South participation: Expand capacity-building, travel support and institutional assistance to enable greater participation of scientists from developing and vulnerable countries.
- Strengthen institutional credibility: Regularly review IPCC's Principles and Procedures, maintain robust peer-review mechanisms and undertake independent reviews when significant methodological or procedural concerns arise.
- Improving scientific credibility: The IPCC must continuously strengthen quality control, transparency and methodological rigour to address errors, controversies and public scrutiny, as highlighted by the 2010 InterAcademy Council review following concerns over AR4.
