The ICAS officers have the following roles and responsibilities:
- Designing and refining processes, systems, and formats for managing government accounts of the Union and State Governments.
- Formulating and optimizing manuals, rules, and procedures for recording receipts and payments as per the Government Accounting Rules, 1990.
- Preparing monthly and annual account statements, coupled with periodic audits of revenues, deficits, and borrowings.
- Overseeing and reconciling the cash balances of the Government of India with the Reserve Bank of India.
- Coordinating management accounting systems across Civil Ministries while spearheading human resource development initiatives for the service and allied organizations.
- The ICAS service currently comprises 9,000 employees, including 226 officers.

Indian Civil Accounts Service (ICAS) Training Period
The Indian Civil Accounts Service Officers have to undergo a three tier training period before the recruitment process. The three stages of training are:
- The first phase of training takes place at National Institute of Financial Management, Faridabad for a period of 6 months. Foreign country tours are also a part of training.
- Phase two is conducted at the Institute of Government Accounts and Finance (INGAF).
- Stage three is on the job training (OJT) is one of the 87 Pay and Accounts offices across India.

In terms of career growth, ICAS Officer has the following prospects:
- The highest position in the office of Department of Expenditure is held by the controller General of accounts.
- The Ministry of Finance assigns the duties of ICAS Officers to work under the CGA.
- The accounting and auditing functions of various ministries are handled by ICAS Cadre.
- Principal Chief Controller of Accounts, Controller of Accounts and chief controller of accounts are some of the positions held by the senior level ICAS Cadre officers.
